If you only see each other once every few months or so, and you don't really want to get to know each other better, I think it's easier to have a set topic of conversation.

I've lived in the same neighborhood for over 10 years, and there are neighbors who only say "hi," and there are others who work together to
help another neighbor who is sick. Maybe the words are not quite the same, but I guess it is a choice.

I once had a person who lived in the same condo who asked me the same question every time we met.
He appeared to be a very normal looking gentleman. I told him the same story every time I saw him, the same questions about the dog's name, etc.
I told him the same answers every time. A few years later I found out that he was telling me the same thing every time because he had a disease. When I found out, I was so glad I didn't ignore him or be sarcastic.
I don't know if it's too much to ask for just a quick answer once every few months
sometimes tomorrow is your own day.

I don't think they are interested in Toby and don't want to have a conversation with him because he is bothering them.
I am the type of person who just says hello and doesn't particularly want to have a conversation. Even if you want to talk to them, sometimes they don't, so you can interpret that ？.

I have a relationship with his wife, and she is planning to move out in another year, so I certainly don't want to get to know her any better, and she thinks so, too. If it's a sign of illness or something, that's tough.

Please refer to the following response to your question regarding the inclusion of W-4 forms.

Basically, in the U.S., a married couple filing a return is not treated as
dependents, even if the wife does not earn income. Basically, the income of a married couple, even if only the husband earns
income, is considered to be the income of the couple, and 50% of the income is considered
to be the wife's income.
The IRS return has a form to calculate Other dependents, and the
details of the Other dependents are entered on that form and filed.
The sixth item on that form is the number of Other Dependents.
In the notes, there is a note that the wife should not be included in this Other Dependents.

My husband and I are filing as husband and wife （ co-workers ） We have entered our number as 0, but both FEDERAL and STATE from the company were deducted less and we had to pay taxes every year, so we recently amended our W-4 to have an extra amount deducted as a plus.

They will deduct the extra amount you want from your salary as your tax amount.

I had no idea what a terrarium was, so I googled it and found that it is a thing that creates a super miniature natural world inside that glass aquarium.

I don't know where you can buy them because I'm not interested in them at all, but those glass aquariums are in pet stores that sell killifish and tropical fish. There is a large pet store near my house called Petco that sells tanks of various sizes and shapes. Is that soil special? I would use soil from my own garden, but looking online, it seems that this is not just any soil.

I am also very sensitive to sound, but I use regular soft foam. If that doesn't work, have you tried earplugs made of a soft material like clay that fits each ear shape ？ Or how about noise cancelling earphones ？ I like the Apple earplug type 3rd generation. There is a chance they may come off while sleeping, though.
