I have also seen people who arrive at Terminal 3 and go through "immigration/customs" and then find another ANA counter where they can leave their luggage. I have also seen people who are connecting domestic flights checking their luggage there. I realized that if I checked my baggage here, they would take it to Terminals 1 and 2. Last year, I took a bus between terminals and saw a Chinese couple loading several large luggage onto the bus. I wonder if they didn't know about the above means. Or were they just moving to the 1st/2nd for free? In my case, it was only Carry-On Luggage and I was staying at the First Cabin mentioned above that night, so I checked in there after taking the bus. However, the First Cabin only allows you to enter after some time in the afternoon, so I had to check in my luggage only.
