はｊめまして。DV-2003のグリーンカード抽選に当選したのですがすぐに日本を離れることができません。そこでRe-entry Permissionを取得して2年間の間に渡米の準備をしようと考えています。グリーンカードは面接後6ヶ月以内に米国に入国しなければなりませんが、入国しないでRe-Entry Permissionの申請はできるのでしょうか？それとも一旦入国し、帰国後に申請するのでしょうか？どなたかご教示願います。

文章の意味がよくわからないのですが、グリーンカードに当選した＝グリーンカードを取得したではないですよね。当選してから必要書類を揃え面接を受けてやっともらえるわけで。取得さえしていない人が再入国許可を申請できるわけがないし、再入国なのだから入国さえしていないのに申請するのもおかしいですよね。誰かがどこかに書いてましたけど、当選から１年以内に全て済ませないと無効になるらしいし、いったん取ってしまえば６ヶ月以内に入国しないと無効になるし。２年の猶予が欲しいというのはムリなんじゃないかなと思うんですが。
