Regarding question 2, please look up Japan sim card on amazon and you will find some information. I am currently in Japan and it is working fine. I was in Haneda, but when I checked the connection after landing, it was not working and I was very frustrated. In the end, it was just bad reception near the tarmac, and once the plane door opened, it stabilized.
