You should only be able to open a brokerage account on the assumption that you live in Japan.
You can't create one online for the above reason, nor should you be able to do so by proxy.

I have Japanese Yen in the bank as well, but I think I have no choice but to transfer it here, prepared to lose money.

If you are a Japanese with a bank account, you should be able to open a securities account
