日本での自動車運転免許を持っていない人がアメリカに観光旅行に来てこちらでアメリカの自動車運転免許を取得できるでしょうか、教えてください。

昔ロスアンゼルスに1年間留学していた友だちが、アメリカで初めて免許を取りました。
でも、免許をとってから4ヶ月住まなかったから日本の免許証に書き換え出来なくて残念と言っていました。
今でも4ヶ月滞在すれば日本の免許証に書き換え可能なのでしょうか。
例えば観光で4ヶ月以上滞在する場合、どんな理由で免許は取れないのでしょうか。（SSN?）
