According to the City of Honolulu's information,
you must first take a provisional （ paper test ） which will allow you to drive conditionally.
It appears that you can then bring your moped to the Pearl City license center for the test.
So you don't have to push it and take it with you.

There is also an exemption from the practical test.

Moped 50CC and under, or Class 1, doesn't require a license. However, under 50CC, I think you had to take a practical training course.

According to the following, 50cc and under is Class A and does not require a motor cycle license, but does require a driver's license.

Also, #4 quoted that you need a Class 1 license if you just want to get on moped.
If you don't have a license and desire only to drive a moped, a Class 1 license will meet your need.

Overall, to drive a moped only requires a car I think it means that you don't need to get a car license or a motorcycle license to drive a moped, but you do need a Class 1 license.
