Prior Contact
● Your obligation to pre-contact is only if you are staying out of state for two weeks to look for work. If you submit evidence of your job search and it is approved, you will be reimbursed for the out-of-state stay. For special reasons, it is up to the UI office to make the final decision.
● If you are temporarily returning to Japan or staying in the Mainland for no special reason, you do not need to contact us in advance, but both the Unemployment Insurance Help Team and I strongly recommend that you contact the call center in advance. This is because the call center keeps records of their interactions with applicants, and the call center records can be used to convince you later if you suspect gaps in your weekly filing after you return to Hawaii.

Contacts after returning to Hawaii
● After returning to Hawaii, first try filing weekly. If there is no problem, it will be "Processed" as is. If there is a problem, the UI office will contact you.

Illegal
● What will be illegal is weekly filing for out-of-state stays. The person filing on your behalf will also be penalized. Other than these acts, it is not illegal.

Weekly Filings

I am calling the unemployment insurance office to let you know that my call has been connected. I am considering a temporary return to Japan after mid-April. I have already issued my airline ticket, so I contacted the unemployment insurance office to that effect.
After about 25 calls, I got through, and from there I was put on hold for about 40 minutes with music playing, then I was connected to a person in charge.

At that time, I told them that I needed to return to Japan for the I-94 and I told them why and for how long.
"You can't apply when you are not in Hawaii, and you can apply when you come back and are ready to apply.
"Even so, there are some people who have not been able to get it, so I am contacting them just in case. Don't you need to send an email too ？?" to which I replied
"I'll make a note of it anyway, so you don't need to email me either." He said.

Still somewhat incredulous, I am thinking of sending an email with a copy of my airline ticket and passport as an attachment, just in case.
I'm not sure which one is true, since different people say different things, so I'm thinking I'd better be careful.

It seems true that different staff members say different things.

In a past Topix share, someone gave me an advice that I couldn't believe my ears, "You can file weekly from Japan. （ Filing from Japan comes with a Red Flag and will not be paid until you explain it to the UI office and they agree ）.

Also, some people have had the UI office call or email them and ask why when they re-file after a long gap.

One case that was particularly suspicious to me was a case that was filed long after the Corona lockdown. The UI office was unable to determine exactly whether they had returned to Hawaii from out of state and illegally filed for their out-of-state stay, or whether they just found out later how to apply for unemployment insurance and filed late and paid （ The federal government has been instructed to investigate informally. I think ） .

Now that it's been a year since the Corona lockdown, there are not many such opaque filings, so I guess there are fewer cases where things get complicated.

I think you don't have to send me copies of your airline tickets and passport, since you seem to have kept them in your UI account records. If you are really concerned, try sending them.

I see that some people note at the call center and some don't. I am having a hard time with this. I will share this with the Unemployment Insurance Help Team. I think it would be okay if you save your passport and a copy of your round trip airline ticket so that when you get back to Hawaii, if you don't expect to hear from the UI office, you can always give them a copy.

[Weekly filing after returning to Hawaii from out of state]

File a Claim Certification on a weekly basis, not a daily basis.

For one week, you will start with the week in which you can answer "YES" to the question "Are you available for work?" in the State of Hawaii.

If your schedule is to take the PCR test in Japan and arrive in Hawaii on a Saturday, it will be easier to file for a week starting the following Sunday.
