I use Google FI, which allows calls and WIFI in 200 countries with a US SIM
but when I bring it to Japan, can I receive calls in Japan with a US phone number ？ I never thought of that.

I have never tried it, but I believe the Skype number is for calls only and not for SMS. I checked the Microsoft article; SMS authentication is a headache for those living abroad. Furthermore, Japanese SMS authentication is usually set up assuming a valid cell phone number in Japan, so I think it may be impossible from this point of view. （ Personal Opinion ）

I could receive SMS from my Japanese cell phone in the US if I set up a VPN in Japan, but I am considering cancelling it because the communication fee of my Japanese cell phone has become too expensive.
