Most of the places that do this in local pharmacies are not able to provide travel certificates as far as I could tell. They are only supposed to be used as a security check for domestic travel and are treated as free of charge in each region.

As for the Kinoshita Group, it is written in English and there are some missing parts, but it is issued as a certificate, so if it meets the airline's standards, it is qualitatively acceptable.
