I just looked on Costco's site and there it is, an iPad with cell phone capability.

Terhering is Wifi transfer through a contracted device, while hotspot is direct Wifi reception from a contracted company (or transfer from a hotspot device), not through a contracted iPhone itself. If you have data unlimited, tethering is "supposed" to have no limit. I am able to watch videos in this form and have not incurred any hotspot fees, nor have I reached the limit and had my data throttled. I watch at least 50 hours a month in the car.

If I were in your shoes, I would try using a wifi enabled device.

I just connected my laptop via tethering from my iPhone and was able to watch videos normally.

I used to think that Tethering and Hotspot were "exactly the same thing", but I just looked at the settings on my Samsung Galaxy and it seems that they are both used for communication between the phone and computer, but Tethering uses a USB cable or similar to connect wirelessly, while Hotspot uses a Bluetooth or other wireless connection. I just checked my Samsung Galaxy's settings, and it seems that both are used for communication between the phone and the computer, but Tethering is used for wired connection via USB cable, etc., while Hotspot is used for wireless connection via Bluetooth, etc.

So, in your case, it seems that you want to connect your iPhone to your iPad, so it would be more of a Hotspot connection.
