I was told that HomeDepot collects them, but when I actually went there, I found that they only accept regular light bulbs and not those containing mercury.

Hello.
I recently contacted the Regular Unemployment Office regarding unemployment insurance and I am not receiving Special Federal Payment weekly $ 600 （ 7 ・ 31 ・ until 2020 ） so I was told to appeal.
I was asking about this Special Federal Payment because I was transitioning from Regular UI to PUA at that time and was surprised to hear that I could receive it because I had not heard from UI and PUA either. I was told in May of this year and a phone interview took place recently.
However, I was told that the results were not acceptable. They said the reason was because of the delay in contacting me.
I was told that this Special Federal Payment is automatically transferred to my account and I do not need to apply for it, so I am going to apply for it anyway, even though I may not be approved again.
If anyone has applied to the Circuit Court, I would greatly appreciate it if you could tell me how it went and give me some advice.
