個人が持っているコンドをレントしています。
今年の1月に約４％、家賃が上がりましたが、来年の1月から約７％、また上がります。
個人間の契約では、いくらでも値上げされても仕方ないのでしょうか？

これは家の売却益50万ドルの中から負担してもらえるのでしょうか？
donation後国からの10万ドルから支払われるのでしょうか？
いずれにせよ家の売却益から出るのであればせめてビジネスクラスで送還お願いします。

炊きたてのゴハンにタバスコを１０滴ほどまぶし、香ばしい（９９醤油）をサラッと振りかける。

もうこの家賃高、物価高では、普通の給料じゃまともに食ってはいけまい。
ガソリンも他州と比べるとガロン５０セント以上も高い。
加州ではラーメン１杯がチップ込みで１５ドルほど、日本では７００円で食べられる。
加州ではゲットーのクソボロのコンドが４０万ドル以上、日本の地方都市には５００万円以下の物件がごろごろある。
日本だと給料は安いが、生活費が半分以下で済む。

１年に１回値上がりするのは、普通といえば、普通です。
カリフォルニアの州の法律では、レントの値上がりの％には、上限はないそうです。
お住まいになっている、カウンティの法律では、レントの値上げ％に上限が定められているところがあるので、そちらで探して見られてもいいかもしれません。 ちなみに、ざらっと調べたところ、ロサンゼルス市では、年率３％が上限のようです。
それから、最初にサインした契約書を見直してみてください。 レントに関して、どのように書かれているか、読み直してみたほうがいいと思います。
同時に、７％は高すぎる。 去年は４％だったから、４％だと思っていたと、だめもとで聞いてみたらどうでしょう。 ちなみに、思ったほど、仕事で昇給してもらえなかった、生活が大変だなどと訴えることも大切だと思います。
