Did I need

You can't get an English translation at the consulate, but they can tell you where to get official Japanese documents translated into English. And where to get it notaraized.

But, I remember in my old days, you only needed a passport to get an SSN ？ ？ ？

If you are eligible to apply for SSN, it means
you have a proper visa to work
and your passport with visa stamp proves your country of birth and date of birth
so you can apply for SSN
with your passport and proof of current address.

I think maybe people here got their SSN a long time ago, so I looked at the SSN website to get updated information, and
there is no mention anywhere that a translation of the family register is required. I don't know why they need foreign untranslated documents in the first place.
