The TSA website explains the following regarding powdered milk, etc.

Yes, I have been back to Japan 7 times since my child was born and I have a 500ml plastic bottle and a 650ml water bottle with barley tea, water, etc. ！
I don't know about other companies as it is only JAL, but I think you can usually bring your own for children so please do ask😊.
