I have been living in the hot San Fernando Valley for the past 50 years since I came to LA. There are two big airports in this valley, one is Hollywood Burbank Airport 2,100m/1,800m where large passenger planes fly regularly, and the other is Van Nuys Airport 2,400m/1,200m where one of the runways is longer than Burbank.

However, due to opposition from neighbors, Van Nuys has no scheduled flights and currently the largest aircraft is a mid-size private jet. The rest are all small planes. If you want to practice instrument flying, a computer will probably suffice.
One strong windy day the instructor called me to the airport. There was no way a beginner could fly.
Actually, I think he wanted to experience cross-window takeoffs and landings.
