小型犬とはいえども、外に出すときはかならず、鎖をつけてあるかないといけないのでしょうか？
近所の方がいつも小型犬を自由にあるかせています。
我が家の前庭に来るので、少々困っています。オーナーは少し離れてあるいています。
近所の方とは交流がありません。
対処方法を教えてください。

小さな子供がいるので、できたら鎖でつないで、歩いてほしいのですが、
Ｃａ州では、犬のサイズがどうであれ外を歩くときは、鎖が必要か
どうなのか、教えてください。

はい、犬の大小に関係なく外ではリーシュ(鎖ではありません)を付けることが義務づけられています。
TorranceのWilson Park内にアニマルコントロールがありますが、Park内でオフリーシュにしていてチケットを切られてる人をたまに見かけます。
ちなみに罰金は$200ちょっとです。

はい、犬の大小に関係なく外ではリーシュで(鎖ではない)繋ぐことが義務づけられています。
TorranceのWilson Parkにアニマルコントロールがありますが、Park内でオフリーシュにしていてチケット切られた人を数回見かけたことがあります。
ちなみに罰金は$200ちょっとです。
多分そういう人は繋いでくださいとお願いしても、ウチの子はフレンドリーだから大丈夫などとトンチンカンな答えが返ってくると思うので、最近この辺をアニマルコントロールが巡回してて良くチケット切られてるから気をつけて、とか最近コヨーテが出没してて小型犬がさらわれてるから気をつけてとか、おどかしたほうが良いと思います。

そうです。私有地やオフリーシュが許可されているドッグパークなどを除き、パブリックな場所では禁止です。
