The keys are 1 ． Microchip, 2 ． At least 2 doses of rabies vaccine, 3 ． FAVN antibody test data, 4 ． Complete and submit Form279 （ Vet's signature required ）

I take my dog with me every year. It is difficult every time, but both Hawaii and Japan have import manuals, so if you follow the procedures, you should be fine.
