In my case, I was furloughed in June 2020, started receiving unemployment insurance, was laid off the first week of August, and my unemployment insurance ended on September 4 of this year, and I was paid from April to September 2020, my base period, so
I filed a second initial claim. I just received a letter yesterday saying I did not meet the benefit requirements.

It says that since I first started receiving unemployment insurance, I have not earned more than 5 times my WBA $ 3195, so it is invalid, but
the conditions for unemployment insurance benefits are that I must have earned more than 2 times my WBA in the base period (the first 4 quarters of the last 5 quarters before unemployment, or the last 4 quarters), the employer must have paid unemployment insurance premiums during two quarters.

The requirements for a second Initial Claim application after September must meet the following ① to ④

① The benefit end year date of your most recent regular UI claim must have passed

② You must have returned to work and been paid at least 5 times your new weekly benefit amount since the first day of your prior initial claim

③ You must have been paid wages in at least two quarters of your base period

④ You must have been employed and paid wages for insured work during the base period in an amount equal to no less than 26 times your new weekly benefit amount

Furlough in May （ Furlough ） and Layoff in first week of August （ Total Unemployment ） In the case of 1173 who became Totally Unemployed , he was Disqualified because he could not meet the ② first condition due to lack of work income from re-employment after he became Totally Unemployed. If you have been temporarily laid off or become totally unemployed due to the pandemic and have never worked since unemployment insurance benefits started, it is very unlikely that your second Initial Claim application will be approved after September, as the UI office had also officially announced.

In addition, those who received unemployment insurance benefits while working part time or shorter hours are also expected to be disqualified or receive a small WBA if they file a second Initial Claim after September.
