I have consulted with the Humane Society before for similar advice. I was told that they would loan me a trap and I would set it up and capture the animal myself. I was told that I would be neutered once captured and then released in the same place, and I gave up because that would not be a solution.

Poor maintenance should be the same violation as jaywalking or something else, license will be deducted, no Dismiss unless you fight it in court
What you're saying is that to continue driving that car, after fixing the fault, you have to go to CHP to confirm it's fixed is required
license and car are not the same thing

License and car are different If you want to drive that car, fix it and go to CHP, DMV and get it checked. Of course
