There are quite a few Americans who are qualified to work in IT. Not only Hawaii residents, but even mainland US residents are attracted to IT jobs in Hawaii and apply for them. It is better to take people from the mainland who want to move to Hawaii with a good command of English than to provide visa support and have them move from Japan.
