Has anyone ever had a fender bender and called the police and the officer actually came but no police report was made ？

I rented a car from Turo and the officer came immediately after the accident but 2 days later （ the accident happened on a Saturday When I went to the police station at night ） to pick up the police report, I was told that they could not find it.
When I called the phone number of the police officer who came after the accident and asked him what happened, he said that the drivers had exchanged contact information with each other and that he did not keep a record. I was stunned by the unthinkable response.

I want to go through my insurance company to fix the damage to my vehicle, is this possible without a police report? （ I have never heard of this before ）
Also, does anyone know if it is possible to have a police report made at a later date for a fender bender for example ？.

Basic information:
I am a green card holder.
I would like to return to Japan for 1-2 years, mainly to check on my 85 year old parent who lives alone. But I have to work to make money.

I am not sure if I will live in the U.S. after 1-2 years, and if I decide to stay in Japan, I can give up my green card. But if those parents pass away, you can live in the US again. \If I apply for a re-entry card, I can stay in Japan for up to 2 years for now ＆ Is it ok to work ？

If I don't have a re-entry card and stay in Japan for less than 6 months within a year every year, I can keep my green card, but if I stay for more than a few years, say 5 years, is my green card subject to confiscation?
