Vivinavi Los Angelesエアコンについて

今ワンベットルームのアパートに住んでいるのですが、熱が篭ってとても暑く困っております。
サーキュレーターとタワー型のファンを２個使っていても熱い空気を回しているだけで、効果がありません。
そこでエアコン(窓、ポータブル)を導入しようと考えているのですが、私のアパートのベッドルームの窓は防犯上なのか窓は開いても網戸が開きません。
なのでポータブルの管が出ないのと窓掛けエアコンが付けられません。
またリビングの窓も人がベランダへ出入りする為の窓なので大きいです。（リビングにつける予定はないのですが）
こういった開かない網戸のアパートやエアコンが取り付けるのが難しい方はどの様に暑さ対策をされているのでしょうか？
また何かこういったアパートでも付けられるエアコンはあるのでしょうか？
一応水冷の物を考えて見ているのですが、あまり効果がないみたいなので購入に躊躇しております。

皆様のエアコンがつかない家の対処法を試しつつ、何か付けられる方法がないか探していきたいともいます。

昨日$350のポータブルエアコンを買ってきて付属の排気口を開かない網戸にピッタリつけるように設置してみました。
窓にはめ込むプラスチックの板の高さが足りなかったのでとりあえずダンボールを切り取ってビニールで巻いて補完しました。とても静かだし効果抜群です。もっと早くこうすれば良かったと思ってます。個人的にはあまり難しく考えなくて大丈夫な気がします。
