今日車を運転している時に、ピカッとカメラのシャッターの光のようなものを感じました。ちょうどその時、交差点のSTOPサインで停止していたのですが、携帯電話を持った左手を耳に当てていたのです。その光は、その交差点の角にあるアパートの屋上からだったのですが、まさか警察のカメラではないかととても不安なんです。カリフォルニアでは運転中の携帯電話の使用は違反なんでしょうか?教えてください！！

たしかサンタモニカでは禁止だったはずです。それ以外の町は大丈夫だった気がしますが、、
とりあえずサンタモニカではチケットを切られるらしいですよ。

あくまでも推測ですが
運転中の携帯電話使用を取り締まる為に人を配置して写真を撮るなんて無いでしょう。
わざわざ無人機で自動撮影なんてのも無いと思います。
あるとすれば 一時停止違反の取締りぐらいではないかと思います。
そんなの聞いた事無いですけどね。
動画で録画しないと一時停止していなかったかどうか証明できないでしょうから。
よって 太陽光の反射か何かと思います。
あくまで推測ですが。

California の Vehicle Code に明記されてるのは、バスの運転手だけのようです。あと事故った時に記録に残るとか。

ダメといえばダメだ(encourage されない)と思いますが、具体的な罰則があるかと言えば California の Vehicle Code にはないようですね。明記されてるのは school bus とか transit vehicle の運転手だけみたいです。道交法は州法だと思ってました。町ごとに code を制定することがあるのかは知りません。
