Terhering is Wifi transfer through a contracted device, while hotspot is direct Wifi reception from a contracted company (or transfer from a hotspot device), not through a contracted iPhone itself. If you have data unlimited, tethering is "supposed" to have no limit. I am able to watch videos in this form and have not incurred any hotspot fees, nor have I reached the limit and had my data throttled. I watch at least 50 hours a month in the car.

If I were in your shoes, I would try using a wifi enabled device.

I just connected my laptop via tethering from my iPhone and was able to watch videos normally.
