質問をさせて下さい。
１ヶ月前にルームシェアの部屋を借りましたが、寒いのでヒーターのスイッチを探しましたが無いので、管理人に尋ねたところ、業者に頼まなければヒーターは動かないと言われたのですが（もちろんエアコンも無い模様）、ヒーターが稼動している様子は一向にないようで、毎日寒い夜を過ごしています。
管理人に再度聞こうにもなかなか顔を合わす機会がないままに今日にいたってしまいました。
そこでお聞きしたいのは、カリフォルニアの法律で、部屋を借りた時、ヒーターやエアコンは標準設備となっているので、それがないままだとレント代を払わなくて良いと、以前聞いたのですが、本当でしょうか?
また、このような苦情を申請できる役所の部署があれば教えて下さい。

あと、オーナー側の立場で、１軒家の１部屋を
貸しているのならセントラルヒーティングは
あまり効率的ではないと思います。
暑がりの人、寒がりの人、人それぞれ感じ方が
違いますから。
また安全面から見ても、テナントにヒーターを勝手に
買わせた場合あまり安全性の低いものだと火事
の心配とかあるし危険です。
なので安全性の高いルームヒーターを供給してあげた
方が安心だと思いますが。このオーナーは光熱費を
けちるあまり、危機管理があまり出来ていないですね。

光熱費を節約したかったらロウソクはどうですか。
ロウソクで危機管理がオーケー。
だけど自分の家買えば好きなことできるよ。

追加：
家を買った時に新品のヒーターも冷房も入れたが１０年以上使って
いない。
夏は窓を開ければ涼しい自然の風が部屋中にはいり、部屋中の
空気も新鮮にしてくれる。快適この上ない。
冬は南向きの全窓から燦々と日差しが入り全部屋が夜でも暖かい。
よって、ヒーターだのクーラーだのは我が家では無用なもの。
なくても困らない不要なものが家中に多すぎる。
