Hiring a lawyer or filing a lawsuit is probably the last resort if DCCA cannot resolve the issue, so why not file a file complaint with DCCA first?

If it is remodeling related, you would use the "Regulated Industries Complaints Office (RICO Complaint Forms)" in the middle of the following page to report your complaint against the contractor.

The file complaint itself to DCCA is free of charge.
The only cost incurred was postage for the materials produced.
Since the Corona Disaster, they have started accepting complaints online, so there is probably no postage now.

When you file a file complaint, there is a box to write what your preferred resolution is. After submission, DCCA will work to resolve the complaint according to the complainant's wishes, including an investigation.
