CA内のUniversityへTransferするため、Admission OfficeへCollegeのTranscriptを送付しました。が、まだ今セメのGradeが出ていないのと、夏セメもCollegeでクラスを取る予定です。CollegeでのすべてのGradeが出るまでUniversityからの合否通知はこないのでしょうか？現在Gardeが出ているのは４０Unitです。

Gradeが全部出てなくても、合否通知はきます。Transferしてから（Universityの）Officeに行って、全部の単位を知らせれば、（Universityの単位として）認められるものは認められます。

CAじゃないですが、私も私立大学から州立大学への編入をしました。私の場合、先学期の途中にアプライして、その学期の成績はまだ出てなかったので、それ以前までの成績でいけました（成績表には現在とっているクラスとしては載ってましたが）。それ以前までの成績は1年分で、34単位ありました。ちなみに、その大学では編入前に1年間クラス（ENGクラスを含む）をとっていることでTOEFLが免除だって言ってました。その辺は大学によっていろいろでしょうけど。
夏に里帰りするつもり（今は日本に帰ってきてます）だったので、早めにアプライしましたが、忙しくなかったのか（2万人くらいの大きな大学なのに）すぐに結果をもらいましたよ。
あと、私は直接会いに行ってアプライしました。質問などあって、すぐにおしえてもらえてよかったです。Terranさんもメールや電話で問合せでもしてみてはどうでしょう？
