The *Capital Division* of the Department of Metro Transit is looking for resourceful, forward- thinking, systems oriented, and continuous improvement focused individual to support the growing Project Management Office (PMO). This position will play an active role in shaping the Capital Division’s standard management practices and systems that support the capital program’s planning, delivery and performance management.  The PMO's work includes establishing and implementing best practices and maintaining standards related to all business processes needed to fulfill the Capital Division’s mission. Working with the PMO, you will be part of a collaborative team applying and developing standards, guidance, tools, and performance metrics. Your role will support three primary areas associated with the PMO including, Data/Information Management, Process Management, and Knowledge Management. In this role you will span all three areas with an initial focus in Knowledge and Process Management.  

As a* Project/Program Manager III*, you will be able to work independently or perform journey level work in a specific area of expertise including database development and information management, leading continuous improvement efforts, or conducting routine analysis and reports. You will lead efforts in reviewing and interpreting visual performance metrics, discovering root causes of performance issues, documenting observations, and making recommendations in well-written reports or presentations. You will be an advocate for quality and assure the highest quality standard of all products developed under your purview. As PPM III, you will have demonstrated experience in continuous improvement efforts in large complex organizations including in the areas of planning, project management, resource, and performance management.   You are collaborative, have great interpersonal skills, are comfortable working on multiple initiatives, and can handle conflict and ambiguity with poise.
 
In this role, you will support daily PMO functions and lead various focused improvement projects that facilitate knowledge creation and dissemination. Daily functions will include SharePoint administrative support, Capital Delivery Board supporting activities, project team quality compliance support including key milestone logging, and database (Airtable) design, development and administration. As PPM III you will be assigned various focused improvement efforts related to addressing recognized organizational needs or identified gaps discovered through the ongoing capital business transformation initiative. In the area of Process Management, you will help develop, document, communicate and educate on standard best practices; apply policies and create standard work; work to continuously improve processes, systems, tools and the corporate knowledge base. You should see the connection between consistent processes, reliable data, integrated systems, standard work, visual management, continuous improvement, and performance audits as a way to enable the Department to optimize outcomes.
 
The candidate will work independently in researching and developing processes and data management methodologies. The successful candidate will lead technical committee meetings in the area assigned and provide their expertise in process development, system tools prototyping and design, and apply lean continuous improvement techniques. The ideal candidate will also provide leadership in at least one area of expertise and as a subject matter expert (SME) in your area, you will facilitate and train others increasing the overall group competencies.  The candidate may be asked to develop scopes of work, negotiate contract terms, and manage professional services contracts associated with PMO needs, audits, training and other business services as needed.
 
The most competitive candidates will have strong knowledge of continuous improvement and visual performance management techniques, the ability to gather, analyze and present data to a diverse audience; demonstrated ability in working collaboratively with a wide range of professional disciplines including planners, engineers, capital project managers and management; experience integrating corporate vision, policies, strategic plans and management best practices into standard work. Technical expertise is required in at least one of the following areas: Database development and data/information management; Business process optimization; Performance and compliance auditing, reporting and data visualization; or corporate education and training. Overall, you are detailed oriented, highly organized, an advocate of streamlined business practices, and a champion of excellent customer experience.
