The City of Kent has issued the Final Environmental Impact Statement (FEIS or Final EIS) [ https://engage.kentwa.gov/19754/widgets/64455/documents/61601?utm_medium=email&utm_source=govdelivery ] for the 2044 Kent Comprehensive Plan [ https://openhouse.konveio.com/kent-comp-plan-public-review?utm_medium=email&utm_source=govdelivery ].

The Final EIS [ https://engage.kentwa.gov/19754/widgets/64455/documents/61601?utm_medium=email&utm_source=govdelivery ] considers a Preferred Alternative to distribute futuregrowth over the next 20 years. It aligns with state and regional requirements as well as the vision and priorities established by the Kent community during the two-year process to develop the 2044 Comprehensive Plan.

The Final EIS builds on the Draft EIS and analyzes the impacts of the Preferred Alternative on elements of the environment such as land use, housing, population, employment, air quality & greenhouse gas emissions, noise, public services, utilities, and transportation.

The Final EIS also clarifies information, corrects errors, and addresses public, agency, and tribal comments on the Draft EIS based on public feedback received during the 30-day comment period.

The City will not act on the proposal associated with the EIS for at least seven days following this notice.

Background Information

The Draft 2044 Kent Comprehensive Plan [ https://openhouse.konveio.com/kent-comp-plan-public-review?utm_medium=email&utm_source=govdelivery ] was released October 11, 2024, and reflects the Preferred Alternative in the Final EIS. The 2044 Kent Comprehensive Plan is our shared vision to guide the city’s growth over the next 20 years. The Comprehensive Plan is a roadmap to inform short- and long-term decisions about growth, policies, and investments in Kent.

*Previous Environmental Review: *

On June 15, 2024, the City issued a Draft EIS that evaluated the impacts of three alternatives at a programmatic level: Alternative 1: No Action, Alternative 2: Nodes and Corridors, and Alternative 3: Core with Transit Links. The City accepted written comments on the Draft EIS through July 15, 2024. The opportunity for oral comments was provided at the City of Kent’s June 24, 2024, Land Use and Planning Board (LUPB) meeting. All comments were considered and are included in the Final EIS. The Final EIS evaluates a Preferred Alternative, which blends features of Alternative 2 and Alternative 3, and falls within the range of alternatives studied in the Draft EIS.
