What's New Rental Registry Program Portal Open Now, Registration Closes in January If you own a property with three or more residential rental units, you must register your rental property with the City of Palo Alto. Non-residential properties, non-rental properties, and residential rental properties fewer than three residential units are currently not required to participate. The deadline to register is January 15, 2025. Data collected from the Rental Registry will help the City better understand Palo Alto's rental landscape as experienced by renters and property owners. It will also help inform future Council decision-making. Join an Upcoming Workshop: Rental Registry Program Property Owner’s Workshop Wednesday, January 08, 2025 | 4 – 6 p.m. Community Meeting Room, City Hall Ground Floor, 250 Hamilton Avenue, Palo Alto Learn More About the Rental Registry Program Help Inform County Effort on Affordable Housing, Homelessness and Community Development Funding Priorities Consolidated Plans are documents that help local governments and states assess their community development and affordable housing needs. It also helps make data-driven decisions about where to invest resources and is a federal requirement to receive Community Development Block Grant program funding administered by the federal government. Updated every 5 years, the Santa Clara County is leading this effort for eight cities and towns including Palo Alto, to increase awareness of and participation in the process. Take an online survey to share perspectives on community needs and find other ways to be involved in the process. Take the Downtown Housing Area Plan Survey An online survey is now open to gain perspectives on housing downtown. Input will help inform the Downtown Housing Area Plan process focused on housing production in Palo Alto’s downtown and implementing policies and programs of the City’s Comprehensive Plan and the 2023–2031 Housing Element. The survey is one outreach tool of many used to engage the community, businesses, and regional and local stakeholders. Learn more and take the survey here. Overnight Warming Location Community Open House: Wednesday, December 4 This cold weather season, the City will be hosting an Overnight Warming Location (OWL) at the Downtown Library (El Camino Room). OWL’s are a life saving measure that give unhoused individuals a warm, safe and dry place to be during extreme weather, it is not an ongoing program. Want to learn more? There will be an Open House for the OWL on Wednesday, December 4, 6:30 – 8pm. You are invited to see the library set as an OWL and meet City and partner organizations who are overseeing the program. Palo Alto Housing Element is State Certified This August, the State notified the City of Palo Alto that the City’s 2023-2031 Housing Element is certified. This is a key milestone following several years of Council, City Commissions and Staff leadership and community engagement. Palo Alto’s Housing Element will help guide future housing production and housing related programs and policies. Palo Alto has long been a leader in the production of affordable housing and has the second highest inventory of affordable housing for incorporated jurisdictions within Santa Clara County as a percentage of total housing stock. With this recent milestone, City staff will work to implement the Housing Element policies and programs that advance the City Council’s 2024 Priority: Housing for Social & Economic Balance. Homekey Palo Alto Construction Update Construction continues on Homekey Palo Alto, an interim shelter to serve up to 200 unhoused residents annually. To date, 22 modular units have arrived in California and 5 are in transit. This week, the construction team focused on community center duct work and installing light fixtures, and concrete work for bike parking. Transformer testing is underway for powering the site. The interim housing located at 1237 San Antonio Road is on a one-acre lot near the Palo Alto Baylands. It will feature 88 rooms with ensuite showers and restrooms, a state-of-the-art shelter and modular village with on-site laundry, kitchen, and outdoor spaces including a playground, a dog run, community garden, and picnic spaces. There will also be space for on-site counseling, vocational training, and other supportive services.
