Neighborhood nuisance, late night

I have lived in my current house for 7 years now.
The location is supposed to be a nice quiet residential area in Kaimuki, but I am having trouble with one really crazy house.
The occupants of the house located in front of mine party and chat in their yard every night and it is so loud that I can't sleep.

[What I have done so far to prevent this]
I will write a letter to the owner of that house.
Call the police. The police officer said he can only speak softly because it will be quiet when he goes to the scene, so there is no point.

[Reasons why we can't talk directly]
A neighbor once went to that crazy neighborhood to tell them to be quiet, but they had a gun and since then we have quit talking directly to anyone because it is dangerous.

We did what we could, but the owner is indifferent and the residents are black families who love marihuana and are too stupid to talk. There are 3 or 4 families living in one house, and they don't have a place to talk inside the house, so they go outside and talk until midnight or early morning, and it is so loud that I cannot sleep.

Any suggestions on what to do?
