*Information Collection Request (ICR) for Medicare Transaction Facilitator for 2026 and 2027 under Sections 11001 and 11002 of the Inflation Reduction Act (IRA)*

The ICR for the Medicare Transaction Facilitator for 2026 and 2027 under Sections 11001 and 11002 of the Inflation Reduction Act (IRA) [ https://www.federalregister.gov/documents/2024/10/28/2024-25009/agency-information-collection-activities-proposed-collection-comment-request ] is now available.  CMS invites public comments on the information the federal government will collect related to maximum fair price (MFP) effectuation and the Medicare Transaction Facilitator. The comment period will close on December 27, 2024; comments can be submitted at this comment submission link [ https://www.reginfo.gov/public/do/PRAMain ].

*Medicare Prescription Payment Plan: Resources for Providers *

The Medicare Prescription Payment Plan [ https://www.cms.gov/inflation-reduction-act-and-medicare/part-d-improvements/medicare-prescription-payment-plan ] is a new payment option in the prescription drug law that works with an enrollee’s current drug coverage to help them manage their out-of-pocket Medicare Part D drug costs by spreading them across the calendar year (January-December). Starting in 2025, anyone with a Medicare drug plan or Medicare health plan with drug coverage (like a Medicare Advantage Plan with drug coverage) can use this payment option.

Part D enrollees may be notified by their health or drug plan or at the pharmacy if they are likely to benefit from the program. *CMS also encourages providers to share information about the Medicare Prescription Payment Plan with patients, *particularly patients who are prescribed high-cost drugs early in the year*"."*

CMS has released a public-facing webpage, available at https://www.medicare.gov/prescription-payment-plan, that includes information about the Medicare Prescription Payment Plan and an interactive wizard to help Part D enrollees determine if the payment option might help them. In addition to the public-facing webpage, CMS has developed multiple resources to support education and outreach:

* Fact Sheet available in English [ https://www.medicare.gov/publications/12211-whats-the-medicare-prescription-payment-plan.pdf ], Spanish [ https://www.medicare.gov/publications/12211-s-whats-the-medicare-prescription-payment-plan.pdf ], Chinese [ https://www.medicare.gov/publications/12211-c-whats-the-medicare-prescription-payment-plan.pdf ], Korean [ https://www.medicare.gov/publications/12211-k-whats-the-medicare-prescription-payment-plan.pdf ], or Vietnamese [ https://www.medicare.gov/publications/12211-v-whats-the-medicare-prescription-payment-plan.pdf.pdf ]
* Takeaway Cards available in English [ https://www.medicare.gov/publications/12212-manage-your-monthly-drug-costs.pdf ], Spanish [ https://www.medicare.gov/publications/12212-s-manage-your-monthly-drug-costs.pdf ], Chinese [ https://www.medicare.gov/publications/12212-c-manage-your-monthly-drug-costs.pdf ], Korean [ https://www.medicare.gov/publications/12212-k-manage-your-monthly-drug-costs.pdf ], or Vietnamese [ https://www.medicare.gov/publications/12212-v-manage-your-monthly-drug-costs.pdf ]

CMS recognizes the importance of robust education and outreach efforts to ensure Part D enrollees are aware of and understand this new payment option. We encourage Part D sponsors, providers, and other interested parties to use the language and examples in the CMS-developed materials to craft their own educational materials, such as call center scripts, FAQs, and web content.
