Exploring the Use of Three-Digit Call Lines

The federal government announced forthcoming actions to develop and publish information for K-12 schools and institutions of higher education regarding school-based active shooter drills. The information will include a summary of existing research and resources on active shooter drills; how to conduct effective and age- and developmentally-appropriate drills; how best to communicate about drills and prevent students and educators from experiencing trauma or psychological distress associated with these drills; and how best to serve people with disabilities and language-related needs when designing and implementing school-based active shooter drills.

*FCC and ED Release Cybersecurity Resource Guide* [ https://www.fcc.gov/document/fcc-us-dept-education-release-cybersecurity-resource-guide ]
The Federal Communications Commission (FCC) and the U.S. Department of Education (ED), with input from the Cybersecurity and Infrastructure Security Agency (CISA), released a resource guide [ https://www.fcc.gov/sites/default/files/Cybersecurity-Resource-Recommendations.pdf ] to help schools and libraries evaluate their cybersecurity risks and identify the most impactful cybersecurity solutions. The guide can also help schools and libraries as they complete applications for the FCC’s Schools and Libraries Cybersecurity Pilot Program and serve broadly as a resource for schools and libraries as they take steps to better protect their networks.

ED has curated resources, including those developed by other federal agencies and organizations, to assist schools in dealing with impacts of natural disasters. These resources can help educational institutions restore the teaching and learning environment as well as support whole community recovery efforts. The Department of Homeland Security (DHS) released the 2025 Homeland Threat Assessment [ https://www.dhs.gov/sites/default/files/2024-10/24_320_ia_homeland-threat-assessment-2025-30sep24.pdf ] (HTA), describing a threat environment that is expected to “remain high” over the coming year. The HTA provides information on threats to public safety and security in order to assist federal, state, and local partners in preparing for, preventing, and responding to an ever-evolving threat environment. It covers topic areas and threats related to public safety, border and immigration, critical infrastructure, and economic security. *SAMHSA Provides Youth Substance Use Prevention **Resources for Educators and Families* [ https://www.samhsa.gov/newsroom/observances/substance-use-prevention-month ]
The Substance Abuse and Mental Health Services Administration (SAMHSA) is observing Youth Substance Use Prevention Month [ https://www.whitehouse.gov/briefing-room/presidential-actions/2024/09/30/a-proclamation-on-national-youth-substance-use-prevention-month-2024/ ] in October. Prevention strengthens protective factors and reduces risk factors in individuals, families, schools, and communities, and helps to mitigate substance use and mental health challenges, especially among youth and young adults. SAMHSA offers a range of resources to support substance use prevention, including the “Talk. They Hear You.”® [ https://www.samhsa.gov/talk-they-hear-you ] campaign.

*Justice Department Launches New Curriculum on Bullying and Youth Hate Crimes* [ https://www.ojp.gov/news/news-release/empowering-students-and-fostering-respectful-communities ]
The Justice Department’s Office of Justice Programs’ Office of Juvenile Justice and Delinquency Prevention released the Youth Hate Crimes and Identity-Based Bullying Prevention Curriculum [ https://ojjdp.ojp.gov/publications/youth-hate-crimes-bullying-prevention-curriculum.pdf ]. The curriculum is designed to empower middle and high school students with tools to combat bias, prejudice and hate, and enhance their digital and media literacy skills. It includes evidence-based interventions to address risk factors for violence and enhance protective factors that promote positive youth development.

*ED Announces COVID-19 Test Distribution* [ https://www.ed.gov/laws-and-policy/education-policy/letter-secretary-cardona-regarding-covid-test-distribution ]
ED, in partnership with the U.S. Department of Health and Human Services, is offering COVID-19 tests to interested local educational agencies (LEAs). LEAs, including public school districts and public charter school districts, may request over-the-counter rapid antigen COVID-19 self-tests [ https://www.ed.gov/teaching-and-administration/safe-learning-environments/covid-19/covid-19-resources-for-schools-students-and-families ] free of charge for their students, families, staff, and school communities. Schools can use the tests to stock school nurses’ offices, send test kits home with students or parents, or distribute within their communities. 

*Cybersecurity Awareness Month Shares Tips to Stay Safe Online [ https://www.cisa.gov/cybersecurity-awareness-month ]
*Cybersecurity Awareness Month aims to highlight some of the emerging challenges that exist in the world of cybersecurity today and provide straightforward, actionable guidance that anyone can follow to reduce cyber risk. The theme of Cybersecurity Awareness Month is "Secure Our World" [ https://www.cisa.gov/secure-our-world ], which emphasizes four simple steps that anyone can take to stay safe online: use strong passwords and a password manager; turn on multifactor authentication, recognize and report phishing, and update software.

*DHS Awards $18 Million to Help Prevent Targeted Violence and Terrorism* [ https://www.dhs.gov/news/2024/09/18/dhs-awards-18-million-law-enforcement-public-health-and-nonprofits-underserved ]
DHS awarded 35 grants, totaling $18 million, under the Targeted Violence and Terrorism Prevention (TVTP) Grant Program for Fiscal Year 2024. The TVTP Grant Program provides funding to eligible applicants to develop sustainable, multidisciplinary targeted violence and terrorism prevention capabilities in local communities; to pilot innovative prevention approaches; and to identify prevention best practices that can be replicated in communities across the country. The awards included 20 grantees focused wholly or in part on targeted violence prevention in youth settings.

*Statement from Secretary Alejandro N. Mayorkas on the Independent Review Panel Report of the July 13, 2024 Assassination Attempt in Butler, Pennsylvania*



WASHINGTON – Secretary of Homeland Security Alejandro N. Mayorkas issued the following statement on the Independent Review Panel report released today regarding the July 13, 2024 assassination attempt against former President Trump in Butler, Pennsylvania.

“We are grateful to the members of the bipartisan Independent Review Panel and their staff for their in-depth examination of the security failures that led to the July 13, 2024 assassination attempt on the former President and the loss of life and casualties suffered.  The members of the Independent Review Panel are highly accomplished individuals with extensive security and law enforcement backgrounds, and the U.S. Secret Service’s protection mission will benefit greatly from their recommendations.

“I have reviewed the Independent Review Panel’s report and have met with the Panel members. We will fully consider the Panel’s recommendations and are taking the actions needed to advance the Secret Service’s protection mission. These actions will be responsive not only to the security failures that led to the July 13, 2024 assassination attempt but, importantly, to what the Independent Review Panel describes as systemic and foundational issues that underlie those failures. I commend Acting Director Rowe for his leadership and for proactively undertaking security enhancements, including those informed by the Secret Service’s internal Mission Assurance Review.

“I have the utmost confidence in the men and women of the United States Secret Service.  We are operating in a heightened and dynamic threat environment, and it is their talent, unwavering dedication, and tireless service that ensures the safety and security of their protectees and our nation.”

Following the events of July 13 President Joe Biden directed DHS to conduct an independent security review. On July 21, 2024 Secretary Mayorkas named a bipartisan panel [ https://www.dhs.gov/news/2024/07/21/secretary-mayorkas-names-bipartisan-independent-law-enforcement-experts-45-day ] with extensive law enforcement and security experience to conduct a 45-day independent review. The independent review panel of experts from outside of government was comprised of former DHS Secretary Janet Napolitano; the Hon. Mark Filip, a former federal judge and Deputy Attorney General to President George W. Bush; Ms. Frances Townsend, former Homeland Security Advisor to President George W. Bush; and Chief David Mitchell, the former superintendent of Maryland State Police and former Secretary of the Department of Public Safety and Homeland Security for the State of Delaware.

*DHS Offers Protections for Lebanese Nationals Currently in the United States* 

"Certain Lebanese nationals will be eligible for DED and TPS, allowing them to work and temporarily remain in the United States"



WASHINGTON – The U.S. Department of Homeland Security (DHS) is announcing new actions to provide temporary immigration reprieve to eligible Lebanese nationals currently in the United States and allowing them the opportunity to request work authorization. Included in today’s announcement are details related to the Deferred Enforced Departure (DED) for Lebanese nationals as previously announced in July, and a planned new Temporary Protected Status (TPS) designation for Lebanon.

After consultation with interagency partners, Secretary Mayorkas is announcing a new TPS designation for Lebanon for 18 months due to ongoing armed conflict and extraordinary and temporary conditions in Lebanon that prevent nationals of Lebanon from returning in safety. Those approved for TPS will be able to remain in the country while the United States is in discussions to achieve a diplomatic resolution for lasting stability and security across the Israel-Lebanon border. The designation of Lebanon for TPS will allow Lebanese nationals (and individuals having no nationality who last habitually resided in Lebanon) who have been continuously residing in the United States since October 16, 2024 to file initial applications for TPS, if they are otherwise eligible. Lebanese nationals who entered the United States after October 16, 2024 will not be eligible for TPS. More information about TPS, including how to apply for employment authorization, will be included in a forthcoming Federal Register Notice which DHS intends to publish in the next few weeks. Individuals should not apply for TPS under this designation until this Federal Register Notice publishes.

Today, U.S. Citizenship and Immigration Services (USCIS) also posted a Federal Register Notice [ https://www.federalregister.gov/public-inspection/2024-24229/employment-authorization-individuals-covered-by-deferred-enforced-departure-for-lebanon ] establishing procedures for those Lebanese nationals covered by President Biden’s July 26, 2024 grant of Deferred Enforced Departure [ https://www.uscis.gov/humanitarian/deferred-enforced-departure ] to apply for Employment Authorization Documents (EADs) that will be valid through January 25, 2026. As described in the Federal Register Notice, eligible Lebanese nationals can apply for an EAD by filing Form I-765, Application for Employment Authorization [ https://www.uscis.gov/i-765 ]. USCIS adjudicates each EAD application on a case-by-case basis to determine if an applicant meets all standards and eligibility criteria. More information about DED [ https://www.uscis.gov/humanitarian/deferred-enforced-departure ]-based EADs [ https://www.uscis.gov/i-765 ] is available on the USCIS website.

DHS is also publishing a Special Student Relief Notice for F-1 nonimmigrant students whose country of citizenship is Lebanon, or individuals having no nationality who last habitually resided in Lebanon, so that eligible students may request employment authorization, work an increased number of hours while school is in session, and reduce their course load while continuing to maintain F-1 status through the DED designation period.

In total, approximately 11,000 Lebanese nationals will likely be eligible for DED and TPS pursuant to these actions. There are also approximately 1,740 F-1 nonimmigrant students from Lebanon in the United States who may be eligible for Special Student Relief.

You’re invited to attend the Department of Homeland Security (DHS) Science & Technology Silicon Valley Innovation Program’s (SVIP) hybrid Software Artifact Dependency Graph (ADG) Generation Industry Day on October 17, 2024, at 9:00 a.m. PT. Register to attend in-person in Menlo Park, CA or online via Zoom. 

SVIP Industry Day participants will hear from experts about the history and current state of Software ADGs and why they are critical to understanding and managing risk to the software that powers the cyber and physical infrastructure, learn the specifics of the DHS use cases and technical requirements from experts at the Cybersecurity and Infrastructure Security Agency (CISA), as well as eligibility and portal instructions for application submissions from SVIP. All participants will have the opportunity to submit questions for the speakers live, and in-person attendees will also have the opportunity to network with industry peers and experts, and DHS representatives. 

Software ADGs help identify and track source code files that are incorporated into software without any effort from developers to both mitigate software vulnerabilities and help reduce the risk of cyberattacks that can compromise personal data and privacy. *The Software Artifact Dependency Graph Generation at Scale Topic Call* is seeking innovative technology solutions to complement and enhance existing approaches to software identification, enriching the software vulnerability data with intrinsic identifiers, such as ADGs, that are unique to a component’s contents to ensure safer and more stabl
