CMS Electronic Prescribing for Controlled Substances (EPCS) Program

 

*Reminder — EPCS Prescriber Portal Open for Checking Compliance Status and Submitting Waiver Application*

The Centers for Medicare & Medicaid Services (CMS) Electronic Prescribing for Controlled Substances (EPCS) Prescriber Portal [ https://cqr.cms.gov/epcs/landing ] is open now for prescribers to check their 2023 measurement year compliance status and submit a waiver application if needed.

If you have not done so already, please log in to the EPCS Prescriber Portal using your Health Care Quality Information Systems (HCQIS) Access Roles and Profile (HARP) ID and password to review your status and see if it’s appropriate for you to submit a waiver application.

To sign up for a HARP account, visit the Create an Account webpage [ https://harp.cms.gov/register/profile-info ]. Signing up is simple and takes only a few minutes. Just enter your information to verify your identity.

*Measurement Year 2023 Compliance Status*

CMS designed the EPCS Prescriber Portal to present prescribers with their compliance status. To learn more about compliance determination, visit the “Compliance Overview” section of the CMS EPCS Program webpage [ https://www.cms.gov/medicare/e-health/eprescribing/cms-eprescribing-for-controlled-substances-program ].

For measurement year 2023, CMS has been sending informational notices to prescribers who met the compliance only due to the declared national public health emergency [ https://aspr.hhs.gov/legal/PHE/Pages/default.aspx ]. CMS sends the notices through email when possible and as a physical letter if there was no email address for the prescriber in the Provider Enrollment, Chain, and Ownership System (PECOS) or in the National Plan and Provider Enumeration System (NPPES).

*Waiver Application Period: September 16–November 18, 2024*

Prescribers who met the compliance only due to the declared national public health emergency have the option to submit a waiver request for additional extraordinary circumstances, such as technological limitations or other circumstances outside of their control.

*The application period is open now with a submission deadline of Monday, November 18, at 8 p.m. Eastern time.*

*EPCS Proposal in Calendar Year 2025 Physician Fee Schedule (PFS) Proposed Rule*

CMS has proposed to extend the compliance deadline [ https://www.federalregister.gov/documents/2024/07/31/2024-14828/medicare-and-medicaid-programs-cy-2025-payment-policies-under-the-physician-fee-schedule-and-other#p-3671 ] for long-term care facility prescriptions from January 1, 2025, to January 1, 2028. The PFS final rule is planned to be issued in November.
