Fremont Wind Advisory: Beginning at 4:00 pm Today Through Tomorrow Morning

The National Weather Service has issued a *Wind Advisory [ https://forecast.weather.gov/showsigwx.php?warnzone=CAZ508&warncounty=CAC001&firewxzone=CAZ508&local_place1=2%20Miles%20NNE%20Fremont%20CA&product1=Wind+Advisory&lat=37.5515&lon=-121.9833 ] for all areas* of Fremont, beginning at _4:00 pm this evening_. In Hill Areas only, a *High Wind Warning [ https://forecast.weather.gov/showsigwx.php?warnzone=CAZ515&warncounty=CAC001&firewxzone=CAZ515&local_place1=5%20Miles%20N%20Milpitas%20CA&product1=Wind+Advisory&lat=37.5124&lon=-121.8805 ] *will take effect at 10:00 pm tonight. Both the Wind Advisory and High Wind Warning extend until 7:00 am on Saturday, December 14.

*Council Transition and Installation at Dec. 10 Council Meeting*

At the December 10 City Council meeting, new members were sworn into council following the November 5, 2024, General Municipal Election. The ceremonial oath of office and installation were administered to the newly elected mayor and newly elected and re-elected councilmembers, all elected to a 4-year term. The City of Fremont welcomes:


* Mayor – Raj Salwan (newly elected)
* District 1 – Teresa Keng (re-elected)
* District 5 – Yajing Zhang (newly elected)
* District 6 – Raymond Liu (newly elected)

With Fremont’s new mayor and councilmembers now sworn in, the Fremont City Council includes Mayor Raj Salwan, Vice Mayor Desrie Campbell (District 2), Councilmember Teresa Keng (District 1), Councilmember Kathy Kimberlin (District 3), Councilmember Yang Shao (District 4), Councilmember Yajing Zhang (District 5), and Councilmember Raymond Liu (District 6).

The City of Fremont would also like to thank the following elected officials for their dedicated public service and commitment to the City and our community and wish them the best of luck!






Lily Mei

Mayor Lily Mei, Fremont’s first female and first minority/Asian-American Mayor, served 10 years on the Council, eight of which were as mayor and two as a councilmember.



Teresa Cox

Councilmember Teresa Cox, the first African American councilmember in Fremont, who served four years as a councilmember.

Clean Energy Forum [ https://iclei.org/ ]
Recognizing Former Mayor Mei for Participating in South Asia Clean Energy Forum

As Lily Mei concludes her term as mayor, the City would like to recognize one of her final efforts to represent Fremont at the global level.

Lily Mei represented Fremont at the South Asia Clean Energy Forum in Jaipur, Rajasthan in India, in late October. During the three day event, *ICLEI – Local Governments for Sustainability* [ https://iclei.org/ ] partnered with the *U.S. Agency for International Development (USAID) [ https://www.usaid.gov/ ]* and its *South Asia Regional Energy Partnership (SAREP) [ https://sarepenergy.net/ ]* to connect 12 U.S. mayors with 12 India mayors who have demonstrated ambition around clean energy deployment.

Mei was honored to attend the forum alongside other city leaders where she shared Fremont’s clean energy initiatives and participated in best practice discussions. She was pleased to share Fremont’s strategies for reducing greenhouse gas emissions as part of the City’s *Climate Action Plan [ https://www.fremont.gov/climateactionplan ]*, which include advancing clean energy, promoting vehicle electrification, and supporting the City’s thriving clean tech industry.

During the forum, city leaders participated in discussions on community-scale renewable energy deployment, electric mobility, and innovative financing for climate action. A highlight was a visit to Mahindra World City in Jaipur, where mayors observed successful sustainability initiatives to potentially replicate in their own cities.

At the forum, USAID in partnership with ICLEI officially launched the *U.S.-South Asia Mayoral Platform on Sustainable Cities [ https://southasia.iclei.org/u-s-south-asia-mayoral-platform/ ]*. This first of its kind initiative enables city mayors and leadership from the U.S. and South Asia to share best practices, build partnerships, and collaborate on advancing clean energy solutions in urban areas.

The City would like to extend our gratitude to Lily Mei for her dedicated service this past eight years and for her representation of Fremont. We wish her all the best in her future endeavors.

Upcoming Council Meeting on December 17

At next week’s City Council meeting on Tuesday, December 17, 2024, which begins at 7:00 pm at City Hall, 3300 Capitol Ave., the meeting agenda will include the following and more:

* Winter 2024/2025 Code Update - Citywide - PLN2025-00065 - Public Hearing to Consider Amending Various Chapters Within Fremont Municipal Codes and Titles.
* Citywide Camping Ban on Public Property Ordinance - Introduce an Ordinance Adding 8.90 to the Fremont Municipal Code Banning Camping on Public Property.

Join Us Tomorrow: Hot Cocoa and Cookies With Santa

On Saturday, December 14 from 10:00 am to 1:00 pm, Santa and a few of his friends will make a brief stop at Fire Station #1 (4200 Mowry Ave.) for hot cocoa and cookies! The community is invited to join firefighters and some of Santa’s helpers for hot chocolate, cookies, crafts and holiday fire safety tips. This free community event will also include the one-of-a-kind opportunity to take pictures with Santa on our antique fire engine!

With more rain on the way, it’s the perfect time to adopt a storm drain! *Adopt-a-Drain [ https://city.fremont.gov/adoptadrain ]* is a community-driven program that encourages residents to help monitor and maintain storm drains in their neighborhoods.

Participants “adopt” a local storm drain and commit to keeping it clear of debris like leaves, trash, and other blockages to prevent flooding and protect local waterways from pollution.

By regularly cleaning and monitoring a Fremont storm drain, you can help ensure the health of our local ecosystems and improve stormwater management.

This is a great way to make a positive impact in your community and help Fremont become more resilient.

Be Prepared for the Rainy Season

With rainy season upon us, it is important to protect your property from hazards by keeping storm drains clear of debris and having sandbags handy. Did you know that the City provides sand and bags for Fremont residents and businesses (maximum of 10 bags, while supplies last)? Just bring your shovel to one of the three designated locations throughout the city:


* Fremont Fire Station No. 10 - 5001 Deep Creek Rd.
* Fremont Fire Station No. 5 - 55 Hackamore Ln.
* City Maintenance Center - 42551 Osgood Rd.

Special Event Sponsorship Program [ https://www.fremont.gov/permits/special-event-permit/special-event-sponsorship ]
Special Event Sponsorship Program (SESP)

The Special Event Sponsorship Program offers financial assistance to support large-scale special events in the City of Fremont. We have started the process for FY 2025/26 for events that will be held from July 1, 2025 – June 30, 2026.

Applicants who wish to apply to the Special Event Sponsorship Program, must first submit a *Letter of Intent (LOI) [ https://www.fremont.gov/permits/special-event-permit/special-event-sponsorship/letter-of-intent-loi-online-form ].* An LOI is an online form that collections information about the organizer’s intended event to determine initial eligibility for event sponsorship. The LOI is due on *Wednesday, January 15, 2025* at *12:00 pm*.

Winter Driving Safely Tips

As we enter the busy holiday season, it’s important to remain vigilant and prepare for the various winter driving conditions. Avoid driving in severe weather. If you must head out:


* Plan ahead, know your route, and give yourself plenty of time in case of heavy traffic.
* Drive at a safe speed given the roadway condition, even if it means driving below the posted speed limit. Roads may be slippery or have unforeseen hazards. Regardless of rain and snow events, with lower overnight temperatures, roads may be icy.
* Drive with a safe following distance between you and the vehicle ahead.
* Don’t forget to turn on your headlights in the rain.
* Check tire pressure! Over-inflated tires reduce grip. Under-inflated tires may result in serious aquaplaning.
* Make sure your windshield wipers are working. Replace worn-out wipers before driving in the rain.
* Ensure your windshield is clear of grease or grime inside and out, which helps reduce glare.
* Don’t drive with your windows frosted or fogged up. Wait until they clear before leaving home. A quick way to de-fog your windows is to open a window to let cool air in. Otherwise, try placing a dry towel on the outside of your windshield overnight. It will absorb any ice or frost that might’ve formed so you can remove the towel in the morning before you head out.
* Turn around, don’t drown! Do not drive into flooded areas.
