Written testimony may be submitted by email to getinvolved@mauimpo.org or to the Maui MPO, 200 South High Street, Wailuku, Hawaii, 96793. While the Policy Board requests that written testimony be submitted by noon, one business day prior to the meeting, to allow time for it to be transmitted to and reviewed by Policy Board members, testimony submitted after such date and time must still be accepted by the Policy Board.

TESTIMONY PROCEDURES:

Each testifier will be allowed to speak for up to three minutes.

Testifiers will be asked to disconnect from the video conference meeting once their testimony has concluded. Individuals may be disconnected from the meeting for breaking decorum.

Testifiers will be called by the Chair to offer their testimony and are asked to mute their audio and video when they are not testifying. Testifiers via video are asked to sign-up using the Chat function providing your name and the item you are testifying on.

Testifiers via phone will be called by the Chair after video testimony is finished. Policy Board members shall not be contacted by the Chat function. "Board Packets,” as defined in Section 92-7.5 of the Hawaii Revised Statutes, are available electronically as soon as practicable at: mauimpo.org/policy-board

INTERRUPTION IN VIDEO/AUDIO:

If the connection between any testifier and the video conference is lost, the meeting will continue. A meeting held by interactive conference technology shall be automatically recessed for up to 30 minutes to restore communication when audiovisual communication cannot be maintained with Policy Board members participating in the meeting or with the public location identified above. If connection cannot be restored within 30 minutes, the meeting is automatically terminated.

An executive session may be called in order for the Policy Board to consult with its attorney on questions and issues pertaining to the Policy Board’s powers, duties, privileges, immunities and liabilities, pursuant to Sec. 92-5(a)(4), Hawaii Revised Statutes.

- Draft FY 25 & 26 Maui MPO Draft Unified Planning Work Program (UPWP)

MPO Executive Director Eaton will provide an overview of any MPO Technical Advisory Committee comments and public comments received during the public review of the draft MPO FY 25 & 26 UPWP. Per the Maui MPO 2023 Public Participation Plan, the public review period is 10 days. The public review period of the draft FY 25 & 26 UPWP took place from June 25 to July 8, 2024.

The Board may vote to: 1) Approve the FY 25 & 26 UPWP with revisions, additions or deletions; 2) disapprove the foregoing; or 3) defer.

- Executive Director Report
- Update on the Long Range Transportation Plan

The Executive Director will provide an update on the status of the development of the Maui MPO FFY 2025-2028+2 TIP project list, and the community engagement meetings.

- Financial Report

The Financial Specialist will provide an overview of the financial update for the month ending June 30, 2024

The Board may vote to: 1) approve the Executive Director’s Report with amendments, deletions, or additions as the Board considers necessary; 2) disapprove the Executive Director’s Report; or 3) defer.

Maui MPO Temporary Investigative Group (TIG) will report back to the Policy Board and present recommendations.
