*A CONDITIONAL USE PERMIT (CUP 24-06) AND A PRECISE DEVELOPMENT PLAN (PDP 24-07) TO ALLOW THE OPERATION OF A NEW MASSAGE ESTABLISHMENT WITHIN AN EXISTING 2,444-SQUARE-FOOT COMMERCIAL SPACE AT 703 PIER AVENUE, SUITE D IN THE SPA-8 ZONE AND A DETERMINATION THAT THE PROJECT IS CATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) PER SECTION 15303, CLASS 3 OF THE CEQA GUIDELINES FOR A PROJECT INVOLVING NEW CONSTRUCTION OR THE CONVERSION OF A SMALL STRUCTURE.
