Our RapidRide J Line project will make it easier and more convenient for you to get around the University District, Eastlake, South Lake Union, and Belltown. Whether you’re commuting to work, heading to class at the University of Washington, visiting the doctor, or shopping at local businesses, these upgrades will help you travel faster and more reliably.
As part of the project, we’ll upgrade streets, sidewalks, pedestrian ramps, streetlights, and traffic signals. We’ll also add protected bike lanes and replace the water main on Eastlake Ave E. These upgrades will support our local businesses, make it easier for you to get to housing, and help create safer, more connected neighborhoods for everyone.

* University District Construction
* Eastlake Construction
* Fairview Ave N Construction
University District Construction
We are working on several activities in the area, including:
* Paving on the east side of Roosevelt Way NE at NE 43rd St. We will keep one southbound traffic lane open during our work. People biking will need to use the sidewalks.
* Building pole foundations on 11th Ave NE from NE 41st St to NE 43rd St. This work requires us to temporarily remove parking along 11th Ave NE and close sidewalks where we are working.
* Constructing new sidewalks on the north side of NE 43rd St between Roosevelt Way NE and 12th Ave NE. One side of the sidewalks will be open at a time during this work. We will also move the northbound University of Washington shuttle bus stop to a temporary position on 11th Ave NE, just south of NE 43rd St.
* Paving the east side of Eastlake Ave NE between NE Campus Pkwy and NE 41st St. One northbound lane will remain open during this work. We will also pave the west side of 11th Ave NE north of NE 41st St, which will require us to fully close 11th AVE NE between NE 41st St and Eastlake Ave NE. Please see the map below for more details.
The activities in the University District involve heavy machinery and demolition, so expect loud noise, vibrations, and dust.

As soon as Wednesday, September 17, we will reopen Harvard Ave E between Eastlake Ave E and E Allison St to all traffic. "Concrete cures at the intersection of Harvard Ave E and Eastlake Ave E."
Local access to driveways and alleyways on E Allison St will be available from Harvard Ave E. Please be aware that crews may temporarily block these areas as they complete their work. We will notify impacted properties of any upcoming closures.
*Electrical work at Eastlake Ave E and E Allison St*
We continue to install new electrical lines at Eastlake Ave E and E Allison St. This work involves digging trenches across the intersection. At least one lane will remain open in each direction, but please follow all signage and directions from flaggers.
*Paving work along Eastlake Ave E between Harvard Ave E and E Shelby St*
We going to start demolishing the roadway and paving the east side of Eastlake Ave E between Harvard Ave E and E Shelby St. This work is expected to last about four weeks. Our team will coordinate with businesses in advance to mitigate driveway impacts.
*Water main replacement on Eastlake Ave E*
Crews begin road demolition on Eastlake Ave E near E Hamlin St.
"Crews begin road demolition on Eastlake Ave E near E Hamlin St. "
We continue to install a new water main on the east side of the street in several places along Eastlake Ave E. On the north end, we are working between E Shelby St and E Roanoke St. During working hours, we will alternate traffic at the east side of the intersection of E Hamlin St and Eastlake Ave E using a single lane. The intersection will remain open on weekends and outside of working hours. To the south, we are installing the new water main between E Louisa St and E Boston St. Throughout this work, we will shift traffic around the construction areas.
Crews are preparing to install the new water main pipes under Eastlake Ave E.
"Crews are preparing to install new water main pipes under Eastlake Ave E."
On the night of Wednesday, September 17, we will need to dig across the intersection of E Lynn St and Eastlake Ave E to access the water main. We are working at night to reduce impacts on traffic during the day. Nearby neighbors should anticipate some nighttime noise from this construction. Crews will alternate northbound and southbound traffic using a single lane. Please follow all signage and directions from flaggers.
*Water outages on Eastlake Ave E between E Shelby St and E Roanoke St*
As part of the new water main construction, Seattle Public Utilities (SPU) crews will connect properties to a temporary water main on September 15 and 16. *Concrete pours on Eastlake Ave E between E Garfield St and E Howe St*
Crews prepare the street for new concrete near The Victor Tavern. Railroad ties from the Eastlake Avenue Streetcar.
"Crews prepare the street for new concrete near The Victor Tavern. "
We have begun pouring concrete on the east side of Eastlake Ave E, between E Garfield St and E Howe St. Starting at 7 PM on Friday, September 12, crews will replace the street in front of the driveways on the east side of Eastlake Ave E between E Garfield St and E Howe St. They will remove the old concrete on Friday night, pour and set new concrete over the weekend, and reopen the work area by 6 AM on Monday, September 15.
Crews aim to complete the loudest activities before 10 PM on Friday, but residents should expect noise, dust, and vibrations throughout the weekend. We may begin work as early as 4 AM on Saturday to ensure enough time for the new concrete to cure and to avoid heat-related impacts. Starting early also reduces the need to perform work on the concrete later at night. During this work, we will shift traffic around the construction zone and keep sidewalks open.

"Detour map for the parking lot near Victor Tavern, Alexandria Real Estate, and Kitchen & Market."
To access the parking lot for Victor Tavern, Alexandria Real Estate, and Kitchen & Market, please use the driveway on E Garfield St. This can be reached by detouring onto E Blaine St and Franklin Ave E. You may also reach E Garfield St through E Galer St. Please see the map above for more information.
Fairview Ave N Construction
*Frontage road closure near Fairview Ave N and Aloha St*
After a brief pause for the Seattle Boats Afloat Show, crews will return Monday, September 15, to continue installing communication utility systems between Aloha St and Fairview Pl N. The frontage road will be closed between Aloha St and Fairview Pl N, but Aloha St will remain open. These closures will only occur during daytime work hours – the frontage road will reopen at the end of each workday. Access to businesses will be maintained throughout this work.
*New sidewalks on the east side of Fairview Ave N near Yale Ave N*
Over the next few weeks, we will install new sidewalks on the east side of Fairview Ave N near Yale Ave N. This work will require us to relocate the bus stop and close the curb lane. We will also detour pedestrians around the works area.
Online Drop-In Session
*Every Thursday from 2 to 3 PM*, residents and business owners have been actively joining our online open house to connect with the project team and have their questions answered. These sessions have been a fantastic way for the community to engage directly, and we’ve received great feedback about how valuable and accessible they are. Whether you want to share your thoughts, ask questions, or simply listen, we encourage everyone to join us and be part of the conversation. Your input truly makes a difference!
