November 2024
Front cover of Roadmap to Better Care: Tribal Version
Spotlight: Medicare and Marketplace open enrollment
With enrollment open for Medicare and Marketplace coverage, now is the time for American Indian and Alaska Native (AI/AN) families to make sure all of their household members have health care coverage. Medicare open enrollment is October 15 through December 7, 2024, and Marketplace open enrollment is November 1, 2024, through January 15, 2025.
AI/AN families have a lot to consider when it comes to Medicare and the Marketplace. To help answer their questions and explain why health care coverage matters, the CMS Division of Tribal Affairs encourages enrollment assisters to share the following resources:
* Roadmap to Better Care, tribal version [ https://www.cms.gov/files/document/better-care-tribal-interactive-v3.pdf ] (PDF, 3.3 MB, 27 pp) – A quick guide to coverage options and how to use them
* Roadmap to Behavioral Health [ https://www.cms.gov/files/document/roadmap-behavioral-health-english.pdf ] (PDF, 1.9 MB, 21 pp) – A newly revised guide to mental health and substance use disorder services
* Medicare & the Health Insurance Marketplace [ https://www.cms.gov/marketplace/outreach-and-education/medicare-and-the-health-insurance-marketplace.pdf ] (PDF, 980 KB, 3 pp) – Responses to common questions to help consumers decide whether to sign up for coverage through Medicare or the Marketplace
* Health Coverage Options for AI/ANs [ https://www.cms.gov/marketplace/technical-assistance-resources/AIAN-health-coverage-options.pdf ] (PDF, 208 KB, 10 pp) – Information about health care coverage options available through the Marketplace, Medicaid, and Children’s Health Insurance Program
"Open enrollment is an opportunity for AI/AN families to make sure all of their household members have health care coverage."
Also, in advance of the *December 7 Medicare enrollment deadline,* enrollment assisters can refer to and share these Medicare resources:
* Medicare and You 2025 handbook [ https://www.medicare.gov/publications/10050-medicare-and-you.pdf ] (PDF, 3.8 MB, 128 pp) – A brief summary of what is new in Medicare this year
* Medicare Savings Programs brochure [ https://www.cms.gov/files/document/medicare-savings-programs-ai/ans.pdf ] (PDF, 516 KB, 2 pp) – An overview of options for AI/AN beneficiaries to help cover Medicare costs

CMS tribal products
A collage of two resources: (1) Three panels from the Affordable Care Act urban health care brochure (2) Cover panel and entire second page from the CMS Programs at a Glance brochure
Download these resources or order print copies on the Tribal Products Ordering page [ https://www.cms.gov/Outreach-and-Education/American-Indian-Alaska-Native/AIAN/CMS-Tribal-Products ]. Please allow 2 weeks for your order to be completed.
* The Affordable Care Act urban health care brochure [ https://www.cms.gov/outreach-and-education/american-indian-alaska-native/aian/outreach-and-education/pdf/aca-urban-health-care-brochure_11906-n.pdf ] (PDF, 976 KB, 2 pp) explains why Native people should sign up for health care coverage, regardless of where they live.
* The CMS Programs at a Glance brochure [ https://www.cms.gov/files/document/cms-programs-glance.pdf ] (PDF, 1.1 MB, 2 pp) reviews health care coverage options and benefits specific to American Indians and Alaska Natives.
Health observances
Diabetes awareness
During American Diabetes Month, review the CMS Diabetes Strategy – Impact Report 2024 [ https://www.cms.gov/files/document/cms-diabetes-strategy-2024-english.pdf ] (PDF, 1 MB, 4 pp) to learn what CMS has done to:
* Expand Medicare coverage of diabetes screening
* Increase access to services and supports that help prevent diabetes
* Make insulin and other diabetes medications more affordable
Video screenshot shows a child on the shoulders of an adult who is walking outdoors with people of all ages.
Also, watch a 5-minute StoryBraid video [ https://www.youtube.com/watch?v=ArU9IV0Q97w&t=1s ] about how the Special Diabetes Program for Indians (SDPI) helps tribal members become more physically active.
Filmed during the 2024 SDPI Grantee Conference, the video features Constance Brushbreaker, SDPI director for the Rosebud Sioux Tribe.
Alzheimer’s disease awareness
In observance of National Alzheimer’s Disease Awareness Month, share a new Healthy Brain, Healthy Aging rack card [ https://iasquared.org/wp-content/uploads/2024/09/Healthy-Brain-Rack-Card-Final.pdf ] (PDF, 2.5 MB, 2 pp) from the International Association for Indigenous Aging.
The rack card reminds Native people that staying connected to their communities and culture can help lower their risk of dementia. To that end, the rack card recommends:
* Engaging in traditional practices, like storytelling, beading, and singing
* Staying active by dancing or walking
* Preparing and harvesting traditional foods and medicines
* Learning, practicing, and teaching their tribe’s language
Lung cancer awareness
Front cover of Sacred Breath campaign toolkit features the American Indian Cancer Foundation's logo and a sky full of puffy clouds.
November is National Lung Cancer Awareness Month, and November 21 is the Great American Smokeout.
Both observances highlight the connection between the habitual use of commercial tobacco and the high rates of lung cancer in tribal communities.
Help address the burden of lung cancer in Indian Country by sharing the American Indian Cancer Foundation’s Sacred Breath campaign toolkit [ https://americanindiancancer.org/wp-content/uploads/2024/10/2024-10-02-sb-toolkit.pdf ] (PDF, 11.5 MB, 13 pp). The toolkit includes sample #SacredBreath social media posts and suggestions to help improve lung health in communities across Indian Country.
Also, remind people that Medicare, Medicaid, the Marketplace, and most health insurance offer some level of coverage for interventions to help consumers stop smoking.

Open laptop, smiling Native child, and the online course title, Caring for American Indian and Alaska Native Children and Adolescents
