As the year comes to a close, I want to take the opportunity to reflect on the collective efforts of our residents, businesses, and city staff who work tirelessly to make this city a place we are all proud to call home. Your continued support, engagement, partnership, and dedication is what fuels our shared success, and for that I thank you.
This holiday season, I encourage you to join us in spreading joy and goodwill throughout Glendale. We’re excited to announce the Winter Decorating Contest, a creative way to showcase your festive spirit! Whether its twinkling lights or themed displays, let your creativity shine! Five winners will be selected and recognized for their efforts to make Glendale a little brighter this winter.
Additionally, on December 4, 2024, we will officially light up the City Hall Holiday Tree! Join us to kick off the holiday season, we'll bring the hot chocolate! Bring an unwrapped toy to our Cram-A-Classic Toy Drive, led by our dedicated Glendale Firefighters, to help bring joy the season for families in need in our community.
In this edition of the City Connection, you’ll also find highlights from each of our departments. From groundbreaking initiatives to behind-the-scenes accomplishments, these achievements reflect our ongoing commitment to excellence and service.

Glendale Year-End Highlights
With 2024 coming to an end, I want highlight some of the many accomplishments our departments have successfully implemented in our city:
*
The *Community Services & Parks Department* secured a $5.95 million grant from the U.S. Department of the Interior for the highly anticipated Central Park Block Project. This funding will expand Glendale’s Central Park, improving green spaces, recreational amenities, and cultural programming to better serve the community.
In August, the department hosted the Summer Concerts Kids Market at Verdugo Park, during the final concert of the Summer Concert Series. The Kids Market was a success, featuring 27 booths where children showcased their entrepreneurial talents by selling a variety of products, including handmade and resale items, during the three-hour event.
The *Glendale Youth Alliance (GYA)*, a division of the Community Services & Parks Department, was recognized as the "Organization of the Year" by the Glendale Latino Association! Through its impactful Homeless Diversion Program, GYA provided temporary shelter for 40 homeless youth, totaling 1,020 nights of motel accommodations. Furthermore, GYA assisted 390 young individuals in securing employment, ranging from first-time jobs to permanent career opportunities.
* *Glendale Water & Power (GWP)* has expanded and will continue to expand its clean energy portfolio by installing solar photovoltaic systems on city owned properties, including Glendale Community College Lot 34, Utility Operations Center Parking Lot, Glendale Central Library, and the City's Perkins building. Additionally, GWP has also installed EV chargers throughout the city in 10 different locations, bringing the total to 78 chargers. By hosting two EV Ride & Drive events, Glendale residents have been able to test drive a variety of electric vehicles and bikes, as well as learning about rebates available to take advantage of.
The Grayson Power Plant demolition and soil improvement was completed ahead of schedule, with over 95% or 27,500 tons of material consisting predominately of concrete and scrap metal being recycled. While awaiting equipment deliveries, the project is on schedule for commercial operation by Summer 2026. GWP's water section conducted roughly 80,280 tests on water samples collected throughout the water system just this year, ensuring that high-quality water is continuously being provided to customers, with all tests meeting or exceeding regulatory requirements.
* The *Public Works* Department has been hard at work planting trees, completing repairs, and providing residents with reliable transportation on the Beeline! They've also introduced the Speed Safety Program, a proactive effort to enhance traffic safety and curb speeding in key areas across the city. This reiterates the City’s dedication to creating safer streets for drivers, pedestrians, and cyclists. With over 913,000 riders utilizing our city's Beeline bus service, the continued popularity of bus transportation in Glendale is still strong!
The PayByPhone App launch was also a huge success this year, allowing for mobile payment for parking throughout Glendale, with over 300,000 transactions since launching at the beginning of the year! The *Integrated Waste Management* section partnered with Glendale Community College's "Team Internships" program and assisted in developing a robust neighborhood composting program for Glendale, not to mention the 4 free compost giveaways they've also hosted for residents.
* The *Glendale Police Department *(GPD) has continued their dedication to safety in Glendale, establishing new task forces, reducing burglaries, and investing in new equipment. This year, the Residential Burglary Taskforce achieved a 25% reduction in burglaries, while the newly launched Street Racing Task Force hosted Glendale Traffic Townhall meetings to address residents' concerns and answer their questions.
Additionally, the Real Time Intelligence Center (RTIC) has launched, which will generate actionable, real-time intelligence that investigators, patrol officers, supervisors, and managers can use to deliver a safer more efficient response to the community. GPD has also filled all budgeted sworn positions, overcoming the existing sworn staffing shortage, and returning Glendale's police force to full capacity of 248 for the first time in several years.
* The *Glendale Fire Department* (GFD) welcomed 26 new Ambulance Operators and 12 Firefighter Paramedics to its ranks, as well as new equipment like BLS surge ambulances and even a new three-story rope rescue/survival simulation for recruits and members to utilize during training. As part of ongoing focus on operational readiness and safety, GFD also added a Fotokite tethered drone to its toolbox, which has already proven useful during a hazmat incident and a structure fire. The GFD team trained more than 150 community members in CPR during a pop-up event in partnership with the Americana. This annual event is always appreciated by the community.
Additionally, our GFD has improved emergency response times, with fire response times averaging 5 minutes and 24 seconds, and emergency response times averaging 4 minutes and 54 seconds.
* Glendale's *Sustainability Office* has prepared a Climate Action Adaptation Plan (CAAP), with community feedback by engaging nearly 1,900 Glendale residents through over 75 events, surveys, and meetings with local organizations.
As part of the proposed plastic waste reduction regulations, the City visited 139 businesses, conducted surveys, and hosted the Beyond Plastic Vendor Fair to connect businesses with alternative product vendors. Additionally, the City’s leaf blower ban took effect on September 1, 2024, with three in-person demonstration events held to engage over 50 landscapers and provide hands-on opportunities to test electric equipment.
* The *Community Development Department* successfully completed two significant affordable housing projects: Piedmont and Citrus Crossing Apartments. The Piedmont project secured $25 million in federal low-income housing tax credits, enabling the conversion of a vacant 112-bed senior assisted living facility into 68 rental apartments for seniors with extremely low, very low, and low incomes. Similarly, the Citrus Crossing project celebrated its grand opening in early September, unveiling 127 units of affordable housing.
This year marked a significant improvement in permitting efficiency with the launch of Express Permits. Previously requiring a turnaround time of 2 - 4 days, these permits are now approved within 0 - 1 day, offering a streamlined process that enhances convenience and accelerates project timelines for applicants.
The *Economic Development Division* has made significant strides this year, driving initiatives that simplify permitting processes, support local businesses, and encourage economic growth. Glendale Tech Week drew nearly 3,000 founders, investors, and community members across 22 events, increasing an impressive 83.7% in attendees compared to 2023. Speaking of an increase in attendees, the second annual Let’s Grow Glendale Small Business Summit saw a remarkable 110.53% increase in attendance, with 400 participants engaging in resources, advice, and support for small business growth!
Economic Development, partnered with the California Employers Association, and provided a complimentary HR hotline that has helped Glendale businesses reduce $3 million in HR-related liabilities this fiscal year. Adding to the City's accolades, Glendale was named one of the Top 5 Most Business-Friendly Cities in the Large Cities category at the LAEDC Eddy Awards for the second consecutive year. Through impactful programs and events, the City continues to build a strong foundation for sustainable economic growth.
* The *Library, Arts & Culture* Department has made big changes this year with Central Library's new Youth Spaces, which was renovated with Glendale’s growing Children’s and Teen populations in mind. The new Sound Space features a dedicated portion of the library where people of all ages can record music, podcasts, and programs, while the new Teen Space offers a soundproof communal area with group seating, study rooms, conversation spaces, and gaming consoles, encouraging connections and creativity among Glendale’s youth.
Earlier this year, the ReflectSpace Gallery launched "Peace is Radical", a solo exhibition by acclaimed artist and activist Shepard Fairey, who also designed a custom library card! The exhibition attracted over 5,000 visitors in just three months. Another remarkable exhibition was in partnership with NASA's Jet Propulsion Laboratory (JPL)," Blended Worlds: Experiments in Interplanetary Imagination." This launched as an innovative exhibition that explores the complex landscape of human relationships with our expanding environment through a fusion of art and science.
As you can tell, we've not only accomplished a lot in 2024, but also have our work cut out for us in 2025. I'm grateful for the opportunity to be the City Manager of our Jewel City and look forward to our collective accomplishments next year!
