Reminder: 2024 MIPS Value Pathway (MVP) Registration Closes Today

The Merit-based Incentive Payment System (MIPS) Value Pathways (MVPs) registration window for the 2024 performance year is closing. Individuals, groups, subgroups, and Alternative Payment Model (APM) Entities [ https://qpp.cms.gov/apms/mips-apms ] that wish to report an MVP can register *until today, December 2, 2024, at 8 p.m. ET.*

*NEW FOR 2024: *To register, you’ll sign in to the QPP website [ https://qpp.cms.gov/ ] with your HCQIS Access and Roles Profile (HARP) account. *This is different from the 2023 process of completing an Excel form* and emailing the QPP Service Center.

You must have a HARP account and QPP Security Official role to complete the MVP Registration.


* For more information on HARP accounts, please refer to the Register for a HARP Account document in the QPP Access User Guide (ZIP, 4MB) [ https://qpp-cm-prod-content.s3.amazonaws.com/uploads/2955/QPP-Access-User-Guide.zip ].

*Prepare for MVP Registration*

Before you register, you’ll need to have the following items identified:


* The MVP you plan to report;
* Whether you plan to administer the Consumer Assessment of Healthcare Providers and Systems (CAHPS) for MIPS Survey, if it’s a quality measure option in your selected MVP;
* Whether you want to be evaluated on an outcomes-based administrative claims quality measure, if it’s a quality measure option in your selected MVP;
* The population health measure you would like to be evaluated on:
* 2024 Hospital-Wide All-Cause Unplanned Readmission Measure or
* 2024 Clinician and Clinician Group Risk-standardized Hospital Admission Rates for Patients with Multiple Chronic Conditions

* The participation option you plan to use: individual, group, subgroup, or APM Entity.

*How to Register*

Individuals, groups, subgroups and APM Entities will register on the Quality Payment Program (QPP) website. You'll need to have the Security Official role in order to register your organization. Please refer to the QPP Access User Guide (ZIP, 4MB) [ https://qpp-cm-prod-content.s3.amazonaws.com/uploads/2955/QPP-Access-User-Guide.zip ] for information about obtaining a Security Official role for your organization. To register:


* Sign in to QPP
* Click Register or edit an MVP registration from the landing page
* Click your MVP reporting option

*Note: If the CAHPS for MIPS Survey is an available measure in your selected MVP and you wish to administer it as 1 of your 4 required measures, you should have completed a separate CAHPS for MIPS Survey registration by July 1, 2024. Register for the December 11 MVP Development and Maintenance Annual Webinar

The Centers for Medicare & Medicaid Services (CMS) is hosting a webinar on *Wednesday, December 11 from 1:00 – 2:30 p.m. ET* to provide an overview of Merit-based Incentive Payment System (MIPS) Value Pathways (MVPs) development and maintenance for the 2025 performance year of the Quality Payment Program.

During the webinar, CMS subject matter experts will:


* Review key dates related to MVPs;
* Summarize the criteria for MVP development and candidate submission criteria;
* Outline the process for submitting an MVP candidate for consideration using the CMS MVP Submission Template; and
* Outline the process for providing feedback requests as a part of MVP maintenance.

Following the presentation, CMS will answer questions from attendees as time permits.

Check Final 2024 MIPS Eligibility Status

Enter your 10-digit National Provider Identifier (NPI) in the Quality Payment Program (QPP) Participation Status Tool [ https://qpp.cms.gov/participation-lookup ] and review your final 2024 eligibility status for the Merit-based Incentive Payment System (MIPS).

We’ve updated your eligibility status based on our review of Medicare Part B claims and Medicare Provider Enrollment, Chain, and Ownership System (PECOS) data from the second segment of the MIPS Eligibility Determination Period [ https://qpp.cms.gov/mips/mips-eligibility-determination-periods ] (October 1, 2023 – September 30, 2024).


* This status is final unless you participate in an Advanced Alternative Payment Model (APM) [ https://qpp.cms.gov/apms/advanced-apms ] and your Qualifying APM Participant (QP) status changes as a result of the third APM Snapshot for the 2024 performance year.
* Results from the third APM Snapshot will also be available in December 2024 and will be announced through the QPP listserv.

*Review Your 2024 Eligibility*

Your status may have changed, so we encourage you to use the QPP Participation Status Tool [ https://qpp.cms.gov/participation-lookup ] to confirm your final 2024 MIPS eligibility status.


* If you were *initially eligible for MIPS* at a particular practice, your eligibility status could have changed, and you may no longer be eligible at that practice. Check to make sure you’re still eligible.
* If you were *initially ineligible for MIPS* at a particular practice, your eligibility status didn’t change at that practice.
* If you *joined a new practice* (meaning you billed under, or assigned your billing rights to, a new or different Tax Identification Number (TIN)) *between October 1, 2023, and September 30, 2024*, you need to check your eligibility status at this new practice.
* If you’re a clinician that *joined a new practice after September 30, 2024*, you aren’t eligible for MIPS as an individual based on your association with that new practice (identified by TIN). However, you will receive a MIPS payment adjustment if the practice chooses to participate in MIPS as a group.

Opt-In and Voluntary Reporting Options for 2024

*Participation Options for Clinicians and Groups Not Eligible for MIPS*

Clinicians and groups that aren’t eligible for MIPS can still report data via traditional MIPS [ https://qpp.cms.gov/mips/traditional-mips ]. Clinicians and groups who are identified as “opt-in eligible” on the QPP Participation Status Tool [ https://qpp.cms.gov/participation-lookup ] can:


* Elect to* Opt-in to MIPS. *You’ll *receive a MIPS payment adjustment* (positive, negative, or neutral).
* Elect to *Voluntarily Report*. You *won’t receive a MIPS payment adjustment*.

Note: Once you make your election, your election is binding and irreversible.

Clinicians and groups who are excluded from MIPS and aren’t “opt-in eligible” may choose to voluntarily report data for traditional MIPS (no election required for these clinicians) but they won’t receive a MIPS payment adjustment.

Note: MIPS APM Participants who are “opt-in” eligible also have the option to elect to opt-in and report using the APM Performance Pathway (APP) [ https://qpp.cms.gov/mips/apm-performance-pathway ].

*Opt-In Elections*


* Opt-in eligible clinicians and groups who wish to submit data will need to complete an election to opt-in or voluntarily report in MIPS by signing in to the QPP website [ https://qpp.cms.gov/login ].
* Qualified Clinical Data Registries (QCDRs) and Qualified Registries can also submit elections on behalf of these clinicians and groups.
* Elections can be made once the 2024 MIPS submission period opens on January 2, 2025.

The 2024 MIPS Opt-In and Voluntary Reporting Election Guide will be available on the QPP Resource Library [ https://qpp.cms.gov/resources/resource-library ] by the start of the submission period, but the process is the same as it was for 2023. Check Initial 2025 MIPS Eligibility on the QPP Website

Use the QPP Participation Status Tool [ https://qpp.cms.gov/participation-lookup ] to check your initial 2025 MIPS eligibility status.

Enter your 10-digit NPI to review your initial MIPS eligibility. If you’re currently eligible, you should prepare to participate in the 2025 performance year. The MIPS Quick Start Guide will be available on the Resource Library in the coming weeks and can assist with your planning.

*Find Out Today*

Find out today whether you’re currently eligible for (required to participate in) MIPS. Prepare now to try to earn a positive payment adjustment in 2027 for your 2025 performance.

*Next Updates to 2025 MIPS Eligibility*


* We’ll update the QPP Participation Status Tool [ https://qpp.cms.gov/participation-lookup ] in December 2025 with final eligibility for the 2025 MIPS performance year.
* We’ll also update the QPP Participation Status Tool [ https://qpp.cms.gov/participation-lookup ] to reflect clinicians’ QP status 3 times during the performance year. We anticipate these updates to be available in July, October, and December 2025.
