East Lansing resident Annie Walton presents her Girl Scouts Gold Award Project to the East Lansing City Council on Tuesday, Aug. 15. Walton developed the Mayapple Trail in Albert A. White Park.
** Highlights from the Aug. 15 Meeting

The East Lansing City Council met on Tuesday, Aug. 15 at the East Lansing Hannah Community Center (ELHCC) for a regular meeting.
During communications from Council (watch here (https://youtu.be/DP0aWi0uXSU?t=3316) ), East Lansing City Councilmember Dana Watson and East Lansing Mayor Ron Bacon addressed public comments regarding the City Manager search, each noting that they hoped to bring the community together to welcome the new City Manager.
East Lansing Mayor Pro Tem Jessy Gregg and East Lansing Interim City Manager Randy Talifarro addressed concerns about the proposed affordable housing project on Albert Avenue. Mayor Pro Tem Gregg noted that the job of the City is not to say what can be built where, but to ensure that a project fits the City's rules. Interim City Manager Talifarro indicated that some confusion about the proposed project may be due to the City operating the Bailey surface parking lot on the parcel, however, the property is held by a private owner and leased by the City.
Interim City Manager Talifarro reported on upcoming events in the City, noting that the East Lansing Family Aquatic Center (https://www.cityofeastlansing.com/852/Aquatic-Center) will be open on weekends only beginning next week, then closing for the season on Labor Day. The Human Rights Commission will host Coffee and Conversation (https://www.cityofeastlansing.com/Calendar.aspx?EID=13087) at the East Lansing Farmers Market on Sunday, Aug. 20 from 12:30-2 p.m. Talifarro also introduced Asia Siev, the City's new assistant to the City Manager. Siev is a recent graduate of Michigan State University College of Law and brings a high degree of qualifications and skill to the position.
During the City Attorney's report, East Lansing City Attorney Tony Chubb reported to Council on the status of three proposed charter amendments. These included changing the swearing-in date for Councilmembers to Jan. 1, increasing the composition of Council from five to seven members and holding elections only in even-numbered years. The Michigan Attorney General's office approved the first two and disapproved the third, writing that under the Home Rule City Act (http://www.legislature.mi.gov/(S(slaksd31rx02qdr1ppb0hzce))/mileg.aspx?page=GetObject&objectname=mcl-act-279-of-1909#:~:text=AN%20ACT%20to%20provide%20for,actions%20taken%2C%20bonds%20issued%2C%20and) the issue of changing elections to even-numbered years could be done by a resolution approved by Council. Mayor Bacon noted that Council wished for that issue to be decided by voters.
** Special Presentation: Girl Scouts Gold Award Project in White Park by Annie Walton

East Lansing Parks, Recreation and Arts (ELPRA) Director Cathy DeShambo introduced East Lansing high school student Annie Walton, who presented to Council on her Girl Scouts Gold Award project in Albert A. She then worked with ELPRA staff and volunteers to clear out old trails of invasive plants, post signage and create an official public entrance on the south side of the park. An official ribbon cutting was held at the Mayapple Trail on Monday, Aug. 14 and attended by Mayor Pro Tem Gregg and East Lansing City Councilmember Noel Garcia Jr. Watch the special presentation. East Lansing Community and Economic Development Specialist Matt Apostle presented plans for this year's Moonlight ExtravaGRANDza event to welcome back Michigan State University students. Apostle noted that the event will feature a downtown business scavenger hunt, discounts and giveaways from downtown businesses, live music at Valley Court Park and Ann Street Plaza, inflatables and other games, a hot dog-eating contest at University Weiner and visits from Sparty and Zeke the Wonderdog.
