Indy DPW, City-County Council discuss new strategy fixing neighborhood streets

INDIANAPOLIS – On Wednesday, September 18, 2024, Indianapolis Department of Public Works (Indy DPW) Director Brandon Herget and District 8 Councilor Ron Gibson met with AFSCME Local #725 crews to highlight the resurfacing work on residential roads. Crews are currently working on Temple Avenue between 30th and 32nd Streets, on the near northeast side.


As part of Indy DPW’s 2025 proposed budget plan, a new strategy to resurface entire neighborhoods will be implemented called the Complete Neighborhood Approach. This reimagined strategy designates each of the 25 council sectors into one of four districts. Each year, one of these four districts will see comprehensive and concentrated rehabilitation efforts on the residential streets within that district. Data will drive the Complete Neighborhood Approach.


Since 2021, Indy DPW has been restoring streets as part of its Residential Resurfacing Program, which relies on collected data to inform and influence the road selection process. Over the past three years, that has resulted in more than 400 road segments completed or scheduled for work. That also includes more than 35,000 linear feet of rehabbed sidewalk and more than 850 new or rehabbed ADA ramps.


“Residential streets had been ignored by past administrations’ budgets for far too long,” said Indy DPW Director Brandon Herget. “We now have a dedicated revenue source going forward to address neighborhood streets and this new approach is going to allow us to be more efficient in our work.”


With this new strategy, Indy DPW can more efficiently allocate resources and intentionally work across Indianapolis to provide residents with the investment and care needed to thrive.


“My constituents are thrilled to see the City making investments into the roads in their neighborhoods,” said City-County Councilor Ron Gibson. “Communities across Indianapolis, including many in my district, have been under-invested in historically. This is a step in the right direction to right that wrong.”


In addition to packages of residential segments that go out to bid for contractors, Indy DPW has an in-house team of AFSCME Local #725 crews that help address residential street resurfacing. The proposed 2025 budget will invest meaningfully in that operations crew through salary increases.
