PRESS RELEASE | HERMOSA BEACH 2021–2029 HOUSING ELEMENT CERTIFIED BY STATE

On Thursday, August 1, 2024, the State Department of Housing and Community Development (HCD) certified the City of Hermosa Beach’s 2021–2029 Housing Element and accompanying rezoning, finding both in substantial compliance with the State Housing Element Law.

The 2021–2029 Housing Element is a key component of the City’s General Plan (PLAN Hermosa) that describes the City’s strategies for addressing housing needs in compliance with state law over the 2021–2029 period, including accommodating its Regional Housing Needs Assessment (RHNA) allocation of 558 residential units. Notably, the City’s Housing Element includes the Land Value Recapture program, which redirects the increased value from zoning to incentivize development of affordable housing.

“State certification of the City’s Housing Element marks a major step in our efforts to ensure sustainable local growth and community development,” said Hermosa Beach City Manager Suja Lowenthal. “This milestone reflects our City’s dedication to creating a balanced and inclusive future for all residents, and it is a testament to the great things that collaboration between our City and community can bring.”

Since 1969, California law has required every local government, including Hermosa Beach, to update its respective Housing Element on a set schedule. To date, there have been five previous Housing Element update “cycles.” California is now in its sixth “Housing-Element update cycle.” Hermosa Beach’s previous Housing Element covered the planning period from 2013 to 2021.

To comply with state law and plan for local housing, Hermosa Beach City Council adopted the 2021–2029 Housing Element update initially on December 21, 2021, and adopted revisions on August 8, 2023. City staff previously submitted Hermosa Beach’s revised 2021–2029 Housing Element to HCD on August 30, 2023 for state certification, with revisions submitted on February 7, 2024 and May 13, 2024.

Since the Housing Element update’s inception in December 2020, the City has conducted about 20 City Council, Planning Commission and other local meetings, as well as extensive community correspondence and noticing. The City also worked with residents and local property owners to identify additional sites for consideration in the revised 2021–2029 Housing Element’s Sites Inventory.
