TFP and MIP Open Houses

We’re having two open houses to share information and gather feedback as we work to update the Mobility Implementation Plan [ https://bellevuewa.gov/city-government/departments/transportation/planning/infrastructure-and-subareas/mobility-implementation-plan?utm_medium=email&utm_source=govdelivery ] (MIP) and the Transportation Facilities Plan [ https://bellevuewa.gov/tfp?utm_medium=email&utm_source=govdelivery ] (TFP). These two plans work hand in hand to help us analyze gaps in our planned transportation network for all modes and prioritize projects for funding.

Speed limit reduction proposed for Coal Creek Parkway

A map with Coal Creek Parkway from Factoria Blvd SE to Newcastle Commons Drive highlighted in pink as the project area.

The City of Bellevue is considering a proposal to lower the speed limit on Coal Creek Parkway SE from 40 mph to 35 mph. This change is being considered alongside an upcoming safety improvement project that will install several speed radar feedback signs and upgraded curve warning signs along Coal Creek Parkway SE between Factoria Boulevard SE and the south city limits. Lower speeds have the potential to improve safety by reducing the severity of traffic crashes, which aligns with Bellevue’s Vision Zero goal of eliminating traffic fatalities and serious-injury crashes on city streets by 2030. One fatal and nine serious-injury crashes have occurred on this road since 2016.

Speed limit reductions in Bellevue must be approved by the City Council. The proposed change will be in front of council on the consent calendar at the February 25 regular meeting. More information on the proposed speed limit reduction and the upcoming safety project is available at BellevueWA.gov/coal-creek-safety. Help shape the new RapidRide K route

Check-out our new Right-of-Way Procedures Manual

King County Metro is working to bring new RapidRide service to the eastside, and they want to hear from you! Planned for service in 2030, the RapidRide K Line will provide fast, reliable and consistent transit service between Totem Lake in Kirkland and the Eastgate Park-and-Ride with stops at key hubs such as Bellevue College and downtown Bellevue.

There are multiple ways to learn more and share your feedback to help shape the design:

* Take the Phase 3 engagement survey [ https://publicinput.com/rapidrideklinephase3?utm_medium=email&utm_source=govdelivery ] by February 13
* Attend an upcoming open house [ https://kingcounty.gov/en/dept/metro/travel-options/bus/rapidride/k-line?utm_medium=email&utm_source=govdelivery#open-houses ]
* Ask a question during Metro's weekly virtual office hours [ https://kingcounty.gov/en/dept/metro/travel-options/bus/rapidride/k-line?utm_medium=email&utm_source=govdelivery#office-hours ]

The department recently launched a new Right-of-Way Procedures Manual [ https://bellevuewa.gov/sites/default/files/media/pdf_document/2025/cob-right-of-way-procedures-manual_published-12.23.24_0.pdf?utm_medium=email&utm_source=govdelivery ] which serves as a comprehensive guide for anyone conducting activities within the public right-of-way (ROW).

The manual was developed to make information easy to access online and create consistent customer experience for those navigating permitting, project requirements and other ROW-related procedures.

Whether you are looking to construct a new building, install a new utility, remove a tree or replace a driveway, the manual communicates the processes and rules that minimize conflicts and promote public safety in the right-of-way, and ensure compliance with city standards, policies and guidelines.

Additional information on the city’s right-of-way can be found on our website [ https://bellevuewa.gov/city-government/departments/transportation/permits-and-standards/right-way-procedures-manual?utm_medium=email&utm_source=govdelivery ].
