Mayor Harrell’s 2025-2026 Proposed Budget for OPCD

Last week, Mayor Bruce Harrell released the 2025-2026 Proposed Budget. In this budget, Mayor Harrell is continuing to make needed investments and take bold action to address the urgent needs of our communities and advance our One Seattle priorities. Mayor Harrell’s balanced budget proposal remains focused on strengthening public safety, creating housing affordability, and supporting healthy, vibrant, and thriving communities, while also responding to a $251 million general fund deficit with a balanced budget.

A Work in Progress: USDOT’s Reconnecting Communities Pilot

The American Planning Association recognized our work with our partners in South Park. To assist in the ongoing planning efforts surrounding the Reconnect South Park initiative, the federal government awarded $1.6 million in RCP funds to Seattle in 2022. Thus far, state funds have been used to explore four possible options to reimagine the SR-99 corridor: mitigation of adverse impacts, building a tunnel over the corridor, converting the corridor to a boulevard, or removing it entirely. Federal dollars will help further refine each possibility, centering the conversation around connectivity, safety, and equity.

Recap of September Events

First Hill/Capitol Hill Workshop

This month, we invited community members in First Hill and Capitol Hill to share their 20-year vision for these neighborhoods as part of our First Hill and Capitol Hill Regional Center Planning effort. Staff heard from a diverse set of stakeholders, ranging from longstanding community organizations to lucky passersby who had not previously participated in City planning processes. Downtown Seattle Workshop

On September 24 we hosted our second Downtown Subarea Plan public workshop at Base Camp Studios 2, where we welcomed over 120 participants. Topics of discussion ranged from draft goals, themes and initial policy development for the Downtown Plan. Staff heard from a diverse set of stakeholders, including local residents, practicing artists, and longstanding community organizations and is currently processing the hundreds of comments from participants. Longfellow Creek Tour

On September 13 Katherine Lynch, an urban creeks biologist and capital projects coordinator at Seattle Public Utilities (SPU), led a group of City employees on a tour of Longfellow Creek. Staff from SPU, Seattle Parks and Recreation, SDOT, and OPCD learned about potential floodplain reconnection options and discussed how we can coordinate across departments in these efforts, which will also provide more opportunities for community members to enjoy the creek watershed while minimizing flooding. The floodplain reconnection projects are in early planning stages and we will share more as work progresses. We met Pamela Adams on our tour and learned about how beavers help manage watersheds and provide better habitat for other wildlife.

EDI Partner Unveils New Family Friendly Development

Our Equitable Development Initiative partner Bellwether Housing recently celebrated the grand opening of Flourish on Rainier [ https://www.bellwetherhousing.org/properties/flourish-on-rainier?utm_medium=email&utm_source=govdelivery ]. This 182 unit development has a children's play area, open community spaces, and a childcare center operated by Empowering Youth and Families Outreach. Congratulations!
