District 3 Councilmember Swearing-In [ https://www.fremont.gov/government/mayor-councilmembers ]
*Fremont City Council Appoints Kathy Kimberlin to District 3 Seat as New Councilmember*
"Kimberlin to Assume Role for Next 2 Years "
At the September 10 City Council meeting, the Fremont City Council appointed Kathy Kimberlin as Fremont’s new councilmember to fill the vacancy in Council District 3 created by the resignation of Jenny Kassan. Ms. Kimberlin was officially sworn in to office by the City Clerk during the Council meeting. She will serve as councilmember for approximately two years until the results of the November 2026 General Municipal Election are certified.
On September 3, 2024, after reviewing several options to fill the seat, the City Council determined that it would interview the candidate that received the second highest number of votes in District 3 during the 2022 General Municipal Election. The candidate that received the second-highest votes was Kathy Kimberlin. Ms. Kimberlin was invited to interview during the September 10, 2024, City Council meeting. After the interview concluded, Council voted to appoint Ms. Kimberlin to the vacant District 3 Council seat.
Ms. Kimberlin has served the Fremont community as a volunteer for many years. She currently holds leadership roles with the Tri-City Nonprofit Coalition, Rotary Club of Fremont, Citizens for Better Community, Fremont 4th of July Parade Committee, and the Fremont Education Foundation.

Kelly King [ https://www.fremont.gov/Home/Components/News/News/1074/1067 ]
Meet Fremont’s First Maintenance Operations Director: Kelly King
We’re thrilled to announce Kelly King as Fremont’s first Maintenance Operations Director, overseeing street maintenance, park maintenance, fleet maintenance, and hazardous material operations. Previously, he served as Deputy Director of Maintenance & Business Operations for 10 years, where he effectively managed maintenance functions and spearheaded initiatives like our Storm Mitigation Plan.
"The appointment of Kelly King as our first Maintenance Operations Director consolidates all of Fremont’s maintenance functions under our new Maintenance Operations Department,” said City Manager Karena Shackelford. "With his service-delivery track record and strong leadership within both Community Services and Public Works, I’m confident he will drive improvements in our City's maintenance operations."
Kelly began his career with Fremont in 1998 in the Community Services Department. He briefly left in 2004 to serve as the Director of Parks & Recreation for the City of Plattsburgh, N.Y. but returned to Fremont in 2007. Kelly holds a bachelor’s in political science from the University of Maine and a master’s in sports management from Springfield College in Massachusetts. Congratulations on your new role, Kelly!

*Fremont Police Department’s Continued Commitment to Diversity *
Earlier this week, the Fremont Police Department (FPD) reaffirmed its 30x30 commitment and outlined proactive steps it’s taking towards achieving its goal of having 30% female officers by 2030. As a part of these continued efforts, Fremont Police Chief Washington will be participating in a panel discussion at the Women's Law Enforcement Symposium & Career Fair next week in Oakland to collect vital information to help FPD reach its goal, as well as share insights on ways to advance gender diversity.
“Our dedication to continuing our tradition of excellence means that we are never happy with the status quo and continue to push ourselves to find ways to hire more women to Fremont PD, better support our female staff, and foster a culture where all women feel valued, respected, and equal,” said Chief Washington.
*Read the press release * [ https://city.fremont.gov/pressrelease9-10-24 ]to see how FPD is assessing its current benefits and policies to increase female representation within the force and better support female staff.
