** Highlights from the June 18 Meeting

The East Lansing City Council met on Tuesday, June 18 at the East Lansing Hannah Community Center (ELHCC) for a regular meeting. Watch the meeting from the beginning (https://youtu.be/OMpijDWSp-4?t=613) .

During communications from Council, East Lansing Councilmember Erik Altmann reminded community members about Solarize East Lansing to be held on Wednesday, July 10 from 7-8:30 p.m. at the East Lansing Public Library (ELPL), 950 Abbot Road. East Lansing Councilmember Dana Watson noted that the City's PRIDE celebration will be held on Saturday, June 29 in Downtown East Lansing. She also thanked staff for all of the work that went into hosting the "Exploring Unconscious Bias with Vernā Myers" events on June 12.

East Lansing Acting City Manager Cathy DeShambo reported on the City's storm event response and that the City is offering cooling centers at the ELHCC and ELPL during regular hours this week due to the heat advisory. DeShambo also highlighted the Summer Solstice Jazz Festival (SSJF) taking place this weekend with 20 groups performing on Friday, June 21 and Saturday, June 22 as well as at the East Lansing Farmers Market on Sunday, June 23 in honor of Juneteenth. She noted that the SSJF will have multiple Grammy Award-nominated artists at this year's event, including Kurt Elling and Endea Owens, as well as local and regional favorites and students from Michigan State University. ** 5.1 Consideration of Budget Amendments to FY2024

Council considered amendments to the Fiscal Year 2024 budget for various funds in the combined amount of $17,219,575 as well as an amendment to the language in section six of the budget resolution. The motion was unanimously approved.



** 5.2 Consideration of Policy Resolution 2024-9: Flag Flying Policy for the City of East Lansing

** 5.3 Consideration of an Interagency Agreement with the Ingham County Roads Department

Council considered an interagency agreement with the Ingham County Roads Department for the Ingham County Pavement Marking Program 2024 in the amount of $230,000 and authorized the City Manager to sign. The motion was unanimously approved.



** 5.4 Consideration of Partnership with MPHI for Advanced Peace Peacemaker Fellowship

MPHI believes gun violence is a threat to public health. Watch Dr. Paul Elam's special presentation to Council (https://youtu.be/OMpijDWSp-4?t=1723) . The Advanced Peace Peacemaker Fellowship is currently working toward a 40% reduction in cyclical and retaliatory gun violence. The Fellowship is an 18-month opportunity where enrolled Fellows receive every day mentorship, 24/7 from their assigned Neighborhood Change Agent. ** 5.5 Discussion Concerning Selection Process for Members to the Charter Review Committee

Council discussed the selection process for choosing members to serve on the new Charter Review Committee, noting that 28 community members had applied and only seven would be selected at the July 9 Council meeting. ** 5.6 Consideration of the Application for Group Insurance to the Standard Insurance Company

Council considered an application for group insurance coverage on accidental death and dismemberment and long term disability for full time employees. The Standard was the lowest bid and matched the existing plan, so as to result in no change for employees. The motion was unanimously approved.



** 5.7 Introduction & Referral to the Planning Commission of Ordinance 1536

Council discussed the introduction of Ordinance 1536 which includes amendments to the Zoning Ordinance and other sections of the City Code, to permit and incentivize certain building and site incentives, allow upper-floor residential uses in certain business zone districts and permit mass timber production or manufacturing in industrial zone districts. Ordinance 1536 was referred to the Planning Commission. The motion was unanimously approved.

Council approved the reappointment of Tom Schimpf to the Income Tax Board of Review for a full term ending June 30, 2027. 5. Council rescheduled a public hearing for Ordinance 1529, a conditional rezoning request by Michael Zawacki to rezone 730 Grove St. from R-2 to RM-32 for use of the property only as a bed & breakfast (Class B multiple-family dwelling), from June 18 to July 9, 2024.
