The City of San Mateo wants to hear feedback from the community on potential energy efficiency requirements--also known as reach codes--that exceed state code minimum requirements and help meet our climate goals. The City is considering several reach code options that impact cooling upgrade projects and planned home renovations. New Business 2025 Triennial Building Code Update - Ordinance Introduction Council will review an Ordinance Introduction to amend San Mateo Municipal Code Chapter 23 โ€œBuildings and Constructionโ€ to adopt the 2025 Building Standards Code by reference with local amendments; amend various sections of San Mateo Municipal Code Title 23 โ€œBuildings and Constructionโ€; update procedural language and revise miscellaneous sections; add Chapter 23.29 โ€œWildland-Urban Interface Codeโ€; and adopt a Resolution to set forth express findings that amendments to the 2025 Building Standards Codes are reasonably necessary based on local climatic, topographical, or geological conditions. ๏ปฟ Establish the Civic Arts Committee as a Standing Commission - Ordinance Introduction Council will review an Ordinance Introduction to amend the San Mateo Municipal Code to add Chapter 2.22 and amend Chapter 23.60 to change the โ€œCivic Arts Committeeโ€ to the โ€œCivic Arts Commission,โ€ establish its powers and duties, implement term limits, and update the appointment process to align with other City boards and commissions. Public Meeting Portal Link Public Works Stay Storm-Ready: Sandbag Stations Now Open in San Mateo! Recent wet weather serves as a great reminder to stay prepared for storm season! To help you do just that, the City of San Mateo has opened self-serve sandbag stations to help protect your home or business from potential flooding. Share Your Input: Final Design for Humboldt Street Bike Lane (Workshop #3) on Oct. 27 The City will host its final Humboldt Street Bike Lane Alternatives community workshop to explore the future of bike lanes, pedestrian safety, and street lighting in the North Central neighborhood on Humboldt, Fremont, and Idaho streets. At this meeting we will present how community feedback has been incorporated into safe walking and biking final draft design concepts for Idaho and Fremont streets. Expect a brief presentation and question and answer session. We will ask participants to complete a short survey that will be used to provide feedback to City Council. Contact the Public Works Department with any questions at publicworks@cityofsanmateo.org or (650) 522-7300 Community Development Hillsdale Redevelopment Mall City Council Study Session The City Council will hold a study session for the proposed development project at Hillsdale Mall, scheduled for Monday, Nov. 3, 2025 at 7 p.m. The study session will be a hybrid meeting, with options to view and participate in-person and virtually via Zoom. As currently proposed, the project will demolish 1,490,331 square feet of existing regional shopping mall and garage structures on a 32-acre site and construct 14 new multi-story commercial, office and residential buildings and townhomes. The new development includes up to 2,059,000 square feet of commercial/office uses and up to 1,600 housing units. The project will be dedicating 15% of the rental units for lower income households, and 15% of the townhomes for moderate income households. Join the Discussion: Anti-Displacement & Tenant Protections โ€” Nov. 17, 2025 On Nov. 17, 2025 at 7 p.m., the City Council will hold a public hearing to consider adoption of ordinances to implement Council direction provided at the April 21, 2025 study session on anti-displacement and tenant protection issues. During that study session, City Council prioritized establishment of an emergency rental assistance program and improving code requirements that support for tenants in units with unsafe living conditions. City Council also provided direction to develop a policy extending AB 1482 provisions to include relocation assistance for no-fault evictions for tenants with a tenure of less than a year (11 months) and the right-to-return to substantially rehabilitated or demolished units. An emergency rental assistance program was adopted by City Council on July 28, 2025. This program will serve low-income San Mateo residents experiencing financial challenges to prevent evictions and displacement. Parks and Recreation New Dog-Friendly Native Plant Garden Blooms in Central Park The San Mateo Arboretum Society has partnered with students from Centennial Montessori School to create a new garden space in Central Park. Designed to be dog-friendly and highlight the importance of native plants, the garden offers visitors and their four-legged companions a peaceful place to enjoy the beauty of nature in the middle of our downtown! A dedication ceremony was held on Thursday, Oct. 16 celebrating the collaborative efforts between the Arboretum Society, students, and community members in bringing this thoughtful and sustainable project to life. CORA is the only nonprofit in San Mateo County solely dedicated to supporting survivors of intimate partner abuse and their families.
